MINUTES Charter Oak City Council November 07, 2022 The Charter Oak City Council met in regular session on November 07, 2022. Mayor Randy Ulmer called the meeting to order at 7:00 PM. Members present were Alec Castillo, Peggy Staley, Ben Heyne. Members absent were Russ Maack and Jim Wilcox. Guests were Bob Selig, Don Friedrichs, Ted Butler and Lindsey Schnoor. Motion Staley/Heyne to approve the agenda. All ayes. Motion carried. Motion Heyne/Castillo to approve October 11, 2022 minutes. All ayes. Motion carried. Council member Maack joined the meeting at 7:05 PM. Public Forum: Don Friedrichs addressed the council and asked what can be done to improve the nuisances in town. Department Reports: No police report given. Fire Chief Ted Butler reported 2 fire calls/4 EMS/1 gas leak call in the month of October. Bob Selig gave the maintenance report and reported the pool, shelter house, concession stand and park bathrooms have been winterized. Wood chipper in winter storage. New stop signs have been hung. Motion Maack/Heyne to adopt Resolution No 11-07-2022, A resolution approving 2022 Annual Street Financial Report. All ayes. Motion carried. Motion Staley/Heyne to adopt Resolution No 12-06-2021, A resolution approving 2021 Annual Street Financial Report. All ayes. Motion carried. Council discussed and reviewed written complaints. City Clerk gave an update on the lagoon dredging project. Agenda item #10 was discussed during the resolution approving the 2022 Annual Street Financial Report. Discussed the park improvement project and Bob reported that he has removed the old playground equipment. Motion Heyne/Castillo to sell the police car by sealed bid, with a minimum bid of $500.00. Bids due at city hall by Dec 5, 2022 at 7:00 PM. Will advertise in the Mapleton Press. All ayes. Motion carried. Council discussed water service at vacant properties. Homeowners will be notified that the city will start charging the minimum for water and sewer per the ordinance if the service is on. Council discussed what to do with the leaves in the streets since we do not have a street sweeper. Sunbelt rentals will be contacted. Motion Heyne/Staley to make changes to our current purchasing policy. Resolution amendment to follow. All ayes. Motion carried. Motion Heyne/Maack to approve the renewal Class C Beer Permit for 141 One Stop. All ayes. Motion carried. Council discussed a tree service for potential business with the city. Council discussed some membership requests that came in the mail and decided not to join. Council tabled Mid American Tree Program. Council discussed Fire Department Funding. Decided to set up a meeting between the city and townships after January 1. Motion Staley/Heyne to approve bills. All ayes. Motion carried.
