City of Ute REGULAR COUNCIL MEETING March 7, 2022 The Ute City Council met with Mayor Richard Hageman in regular, open session on March 7, 2022 at 7:00 p.m. Council members present: Becky Miller, Ciera Carlson, Ryan Pithan, Jimmy Carlson, and Matt Leitz. Also present: Johm Krager, Mark Boehm, and Lonnie Carlson. Motion by Leitz/Pithan to approve the agenda. All ayes. MC Mayor opened the Public Hearing on FY2023 Budget began at 7:00 p.m. The Council went into close 7:16. Joihn Krager, JEO Consultants, was present to speak on Water System Improvements A. 100% Plan Completion Review – send out for permits to DNR, IDOT, USDA, 4-6 weeks Probable costs $1.8 million. Notice for bids. Motion by Miller/JCarlson to approve. All Ayes. Motion carried. B. Bid recommendation acceptance pending USDA approval were: Midstate - $98,300.00; Powertech $130,425.00. Motion by Leitz/Pithan to accept Midstates bid for $98,300.00. All Ayes. Motion carried. Mark Boehm, McClintock Boehm Insurance, presented the City Insurance Package for renewal. Motion by CCarlson/Miller to approve renewal package. All ayes. MC Charges to repair a water line break at a residence on 5th Street were discussed. Motion by Leitz/JCarlson to not pay charges as dig alert had marked the property. All Ayes. MC Building Permits Approved: Carlos Castillo – 205 E 2nd St. – single family residence. Lonnie reported that Buddy Leisinger has a grass seeder for sale for $200.00. A new one costs $300.00. Motion by Miller/CCarlson to purchase seeder. All Ayes..MC Motion by Pithan/Leitz approve the Consent Agenda. A. Approval of Minutes for March 7, 2022 Meeting B. Approval of March, 2022 Bills All Ayes. MC Motion by CCarlson/JCarlson to approve RESOLUTION 2022 – 11: A RESOLUTION for FISCAL YEAR 2022-23 Budget. All Ayes. MC Motion by Pithan/Miller to approve GWorks Water Meter Reader Interface Software Conversion Quotation, All Ayes. MC Water rates were discussed. Property cleanup letters were discussed. Motion by Leitz/CCarlson to approve the Ute Garden Club to purchase flowers, mulch, and fertilizer for the purpose of community beautification on Main Street. All Ayes. MC Motion by to approve $25.00 donation to Loess Hills Hospitality Association for the purpose of promoting tourism and economic development. All Ayes. MC Motion by Leitz/Miller to approve the purchase of candy and prizes up to $300.00 to be distributed at the VFW Easter Egg Hunt at the Ute park on Sat., April 16, 2022. All Ayes. Abstain: Pithan. MC Ute Clean Up Days will be April 22-24, 2022. Dumpsters will be located at the Ute Town & Country. Appliance tags will be available at Ute City Hall.
