City of Mapleton Minutes - Regular Council Meeting June 8, 2022 The regular meeting of the city council was held on June 8, 2022 at 5:30 p.m. Roll call was taken with the following members present, Mayor Brent Streck, Joe Hogan, Benita Uhl, Angie Sass and Ronnie Smith. Absent: Abby Koenigs. Pledge of Allegiance was recited. Motion by Joe Hogan, second by Benita Uhl to approve minutes from the previous meeting. Ayes: All. Motion carried. Motion by Benita Uhl, second by Joe Hogan to approve the order of the agenda. Ayes: All. Motion carried. Motion by Benita Uhl, second by Joe Hogan to open the public hearing regarding the alley improvement project and also the Water Tower extension project. Ayes: All. Motion carried and public hearing was opened. There was no input from the public. Motion by Joe Hogan, second by Angie Sass to close the public hearing. Ayes: All. Motion carried and public hearing closed. Motion by Joe Hogan, second by Ronnie Smith to open the public hearing regarding loan issuance of notes not to exceed $180,000.00. Ayes: All. Motion carried and public hearing was opened. There was no input from the public. Motion by Angie Sass, second by Benita Uhl to close the public hearing. Ayes: All. Motion carried and public hearing was closed. Motion by Ronnie Smith, second by Benita Uhl to open the public hearing regarding loan issuance of notes not to exceed $450,000.00. Ayes: All. Motion carried and public hearing was opened. There was no input from the public. Motion by Joe Hogan, second by Ronnie Smith to close the public hearing. Ayes: All. Motion carried and public hearing was closed. Bryan Wells from DGR was present for the bid opening of the alley and Tower Street expansion projects. Two bids were received for each project. Bids for the alley project were Ten Point Construction $243,759.00; Bainbridge Construction $179,491.50. Tower Street project bids were Steve Harris Construction $341,198.25; Bainbridge Construction $356,981.50. Bryan reviewed the bids and will make a recommendation. Motion by Joe Hogan, second by Ronnie Smith to approve passage of Resolution 2022-12 Instituting proceedings to take additional action for the issuance of not to exceed $450,000.00 taxable general obligation capital loan notes. Ayes: Benita Uhl, Joe Hogan, Angie Sass, Ronnie Smith. Motion carried. Motion by Angie Sass, second by Benita Uhl to approve passage of Resolution 2022-13 Instituting proceedings to take additional action for the issuance of not to exceed $180,000.00 taxable general obligation capital loan notes. Ayes: Ronnie Smith, Joe Hogan, Angie Sass, Benita Uhl. Motion carried. Motion by Joe Hogan, second by Ronnie Smith to award the bid for alley project to Bainbridge Construction at a cost of $179,491.50 upon DGR’s recommendation. Ayes: All. Motion carried. Motion by Benita Uhl, second by Ronnie Smith to award the Tower Street project to Steve Harris Construction at a cost of $341,198.25 upon DGR’s recommendation. Ayes: All. Motion carried. Angie Sass left at this time – 6:05 p.m. Motion by Joe Hogan, second by Ronnie Smith to get bids on the police camera system for sale and sell to the best price. Ayes: All. Motion carried. Motion by Benita Uhl, second by Joe Hogan to approve renewal of Willow Vale liquor license. Ayes: All. Motion carried. Motion by Joe Hogan, second by Ronnie Smith to approve signing a purchase agreement for property with the agreed upon changes. Ayes: All. Motion carried. Motion by Joe Hogan, second by Ronnie Smith to make signs for the little league fields, burn pile, etc. near the old concrete plant. Motion by Ronnie Smith, second by Joe Hogan to approve July 4th activities being held on July 3. Ayes: All. Motion carried. Motion by Benita Uhl, second by Ronnie Smith to approve the Iowa DNR agreement with the City for the demolition of 318 Main Street with the changes Iowa DNR needed to update. Ayes: All. Motion carried. Motion by Joe Hogan, second by Benita Uhl to approve variance request as recommended by Board of Adjustment for Becky Friedrichsen duplex at 702-704 Main Street. Ayes: All. Motion carried. Motion by Benita Uhl, second by Ronnie Smith to approve cigarette permits for Dollar General, Casey’s, Mapleton BP and Main Street Spirits. Ayes: All. Motion carried. Motion by Joe Hogan, second by Ronnie Smith to approve the wages presented effective July 1, 2022 with the change to 3.1% and an additional $100.00 in the step increase. Ayes: All. Motion carried. Motion by Benita Uhl, second by Joe Hogan to approve renewing contact with Connections for use of the community center for meals on Monday, Wednesday and Friday. Ayes: All. Motion carried. Motion by Benita Uhl, second by Joe Hogan to allow Monona County Iron to purchase pool passes for their employees for $400.00. Ayes: All. Motion carried. Motion by Benita Uhl, second by Ronnie Smith to approve moving forward with abandoned property process for the property at 107 So. Front Street. Ayes: All. Motion carried. Motion by Joe Hogan second by Benita Uhl to approve payment of the bills as presented. Ayes: All. Motion carried. Motion by Benita Uhl, second by Joe Hogan to adjourn the meeting. Ayes: All.
