Charter Oak City Council MINUTES October 11, 2022 The Charter Oak City Council met in regular session on October 11, 2022. Mayor Randy Ulmer called the meeting to order at 7:06 p.m. Members present were Alec Castillo, Russ Maack, and Jim Wilcox. Absent: Ben Heyne and Peggy Staley. Guests present were Troy Davis, Ted Butler and Lori Weed. Motion Maack/Wilcox to approve the agenda Motion Wilcox/Maack to approve the September 12, 2022 minutes. Public Forum No one spoke Department Reports No police report given. Fire Chief Ted Butler reported they had one false alarm fire and 3 EMS calls. Next Month are fire department nominations for officers. No maintenance report but Troy Davis reported he will get ahold of Ryan Stinn for new valve for the lagoon to replace while lagoon dredging is happening. Motion Maack/Wilcox to hire James Hoffmeier for part-time maintenance at $20/hour. All ayes. Motion carried. Motion Maack/Wilcox to approve estimate for city truck repairs. All ayes. Motion carried. Council member Staley joined the meeting at 7:24 p.m. Lori Weed, representing the park committee, spoke to the council about replacing dilapidated playground equipment, and other necessary improvements. Motion Maack/Staley to approve ordering new belt swings and a tot swing. All ayes. Motion carried. Motion Wilcox/Castillo to set trick-or-treating for October 31 from 5:30-7:30 p.m. Homeowners should have porch lights on if participating. All ayes. Motion carried. Motion Maack/Wilcox to approve posting snow emergency information in paper. All ayes. Motion carried. Motion Staley/Wilcox to allow the city clerk to invest money market funds in certificates of deposit subject to mayoral oversight. All ayes. Motion carried. Motion Maack/Wilcox to adopt RESOLUTION No. 10-11-2022, A Resolution Designating Financial Institutions (amending Resolution 01-03-2022A) to add Edward D. Jones Investments. AYES: Castillo, Maack, Staley, Wilcox. ABSENT: Heyne. Motion carried. Motion Staley/Wilcox to pay Ashley Mohr $20/hour. All ayes. Motion carried. The proposed city burn site for fallen trees and branches was discussed at length. Motion Wilcox/Maack to approve bills. All ayes. Motion carried.
