Charter Oak City Council Minutes June 6, 2022 The Charter Oak City Council met in regular session on June 6, 2022. Mayor Randy Ulmer called the meeting to order at 6:01 pm. Members in attendance were Ben Heyne, Russ Maack, and Peggy Staley. Absent: Alec Castillo, Jim Wilcox. Guests: Sheriff Jim Steinkuehler, Bob Selig, Zach Loftus, Cindy Ulmer, Colleen Henderson, Troy Davis, Mark & Kelley Kuhlmann, and Ted Butler. Motion Heyne/Maack to approve the agenda. All ayes. Motion carried. Councilman Wilcox joined the meeting at 6:02 pm. Motion Staley/Maack to approve the May 2, 2022 minutes. All ayes. Motion carried. During public forum, Colleen Henderson requested permission to use the city’s lot at 1st & Main Streets for children’s activities during the community building 50th anniversary. Motion Staley/Heyne to approve use. All Ayes. Motion Carried. Sheriff Jim Steinkuehler discussed a possible contract for law enforcement services between the city and the Crawford County Sheriff’s Department. Motion Wilcox/Heyne to move ahead with contract. All Ayes. Motion Carried. Motion Wilcox/Heyne to adopt Resolution No. 06-06-2022, Resolution to Vacate Street and Alley Ayes: Heyne, Maack, Staley, Wilcox. Nays: None. Absent: Castillo. Motion carried. Bob Selig reported that the swimming pool has been painted and is being filled. Council discussed purchasing a used golf cart or similar vehicle for meter reading. Bob Selig will get some quotes. Clerk Mohr and Councilman Staley shared with council what they learned at the nuisance abatement conference. The city will begin the process to abate nuisances at its discretion. Branch chipping will commence on a monthly basis as soon as the chipper is repaired. Notices will be posted informing the public of scheduled chipping days. City burn site discussion was tabled. Motion Staley/Wilcox to adopt Resolution No. 06-06-2022B, Well Lease Agreement with Edwin & Frances Nemitz for $350.00 per year. Ayes: Heyne, Maack, Staley, Wilcox. Nays: None. Absent: Castillo. Motion carried. Motion Heyne/Wilcox to contract with R&S Waste Systems to provide 95-gallon carts to all city residents receiving garbage services. All ayes. Motion carried. Motion Maack/Heyne to proceed with acquiring the nuisance property at 411 Oak Avenue for future demolition. All ayes. Motion carried. Motion Heyne/Maack to continue mowing the DOT property at Hwy 141 and Main Street. All ayes. Motion carried. Councilman Wilcox left the meeting at 6:59 pm. Discussion of ordinance for mowing charges was tabled due to not hearing back from the city attorney. Motion Maack/Heyne to let Christian Berens mow and bail the city lots at west 3rd Street. All ayes. Motion carried. Motion Staley/Heyne to hire Lindsey Schnoor as the deputy city clerk at $14.00/hour. All ayes. Motion carried. Motion Heyne/Maack to hire Triple C Pest Control to fog the streets and alleys for mosquitoes bi-weekly until the end of August, and also for flies at the city park after Achievement Days. All ayes. Motion carried. Spraying schedule will be posted for the public in advance. Lagoon dredging options were discussed. Sediment depths need to be measured before getting bids. Motion Heyne/Maack to waive the shelter house rental fee for the Charter Oak Fire Association for their annual Memorial Day breakfast. All ayes. Motion carried. Ted Butler updated council on fire department activities. The fire association purchased a 2013 Chevy Tahoe to be used as the primary EMS vehicle, and the firefighters will again host the kiddie tractor pull during Achievement Days. The possibility of a July 9 fireworks display was also discussed. Citizen complaints received in writing were reviewed by the council. Motion Staley/Heyne to approve bills. All ayes. Motion carried.
