Charter Oak City Council Minutes July 11, 2022 The Charter Oak City Council met in regular session on July 11, 2022. Mayor Randy Ulmer called the meeting to order at 7:01 PM. Members in attendance were Russ Maack, Jim Wilcox and Alec Castillo. Members absent were Peggy Staley and Ben Heyne. Guests were Jim Steinkuehler, Nancy Rosburg, Kelley Kuhlmann and Lindsey Schnoor. Motion Maack/Castillo to approve agenda. All ayes. Motion carried. Motion Maack/Wilcox to approve June 6 & June 14, 2022 minutes. All ayes. Motion carried. Public Hearing To Vacate Street and Alley opened at 7:03 PM. Roll call taken. Kelley Kuhlmann stated she was asking for entire alley and a portion of undeveloped street be vacated. Closed Public Hearing at 7:04 PM due to no oral/written objections. Council member Maack introduced Resolution No. 7-11-2022A To Place on file Ordinance To Vacate Part of N. Spruce St/All of Alley In Block Five. Council member Wilcox/Castillo moved to waive the first and second readings. Roll call vote taken. Ayes Maack, Wilcox, Castillo. Nayes None. Council member Maack/Castillo moved that proposed Ordinance No. 193-22 be adopted. Roll call vote taken. Ayes Maack, Wilcox, Castillo. Nayes None. Motion Maack/Wilcox to approve and enter in to contract with Crawford County Sheriff’s Department for law enforcement services. All ayes. Motion carried. Public forum-no one spoke. Department Reports: No reports from Fire, Police or Maintenance reports. Library reported attendance record to date. Asked permission to place 141 garage sale sign and to plant 3 small shrubs at City Hall in the flower bed. Reported about upcoming events happening. Council briefly discussed the Fire Department Forestry Vehicles but then tabled the discussion until fire chief was present. Motion Maack/Wilcox to adopt Resolution No. 7-11-2022B Wage Resolution. Roll call vote taken. Ayes Maack. Wilcox, Castillo. Nayes None. Absent Staley, Heyne. Motion carried. Tabled discussion regarding the city’s comp time policy. Motion Wilcox/Castillo to increase the mileage reimbursement rate to 60.5 cents/mile. All ayes. Motion carried. Motion Maack/Wilcox to approve and accept bid from Midwest Construction to repair park bathroom roof. All ayes. Motion carried. Motion Maack/Wilcox to move forward with billing homeowner for curb stop repair at 103 Cedar. All ayes. Motion carried. Motion Wilcox/Maack to approve new library board member Tammy Tuttle for a five year term. All ayes. Motion carried. Tabled discussion regarding dead, diseased & dying trees in right-of-way.
