Charter Oak City Council Meeting Monday, August 1 The Charter Oak City Council met in regular session on Monday, August 1, 2022. Mayor Randy Ulmer called the meeting to order at 7:00 pm. Council members present were Alec Castillo, Ben Heyne, Russ Maack, Peggy Staley, and Jim Wilcox. Others in attendance were Troy Davis, Zach Loftus, Scott & Phyllis Kragel, Neal Carstens, Brad Bramley, Ted Bultler and Don Friedrichs. Motion Maack/Staley to approve the agenda. All ayes. Motion carried. Motion Staley/Wilcox to approve the July 11, 2022 minutes. All ayes. Motion carried. Neal Carstens inquired about building a “shouse” on 3rd Street. Don Friedrichs requested that the street and alley near his house be resurfaced. Scott Kragel requested permission to install off-street parking at 332 Cedar Street. Zach Loftus inquired about the street signs that had been ordered and recently received. Fire Chief Ted Butler reported eight EMS and two fire calls during the month of July. The Wildland II truck will be returned to the Forestry Service. Motion Maack/Heyne to approve RESOLUTION No. 8-01-2022, Street and Alley Sale Motion Maack/Wilcox to approve building permit for off-street parking, sidewalk replacement, and patio at 332 Cedar Street (Scott Kragel). All ayes. Motion carried. Motion Heyne/Staley to approve building permit concrete patio at 253 1st St. (St. John’s). All ayes. Motion carried. Troy Davis advised that a water meter at NOVUS Ag needs to be replaced. He will get a new one ordered. Maintenance needs to tag locations of decaying curb & gutter throughout town for future repair. Paperwork and insurance for fire department vehicles on loan from the Forestry Service was discussed and signed. Ashley provided information on dead/dying/diseased trees in the right-of-way. Property owners should seek prior approval from the city council before planting any trees in the city right-of-way. Motion Heyne/Maack to inform the DNR that the city does not intend to return to operating the water plant. All ayes. Motion carried. Main Street flag mounts need to be replaced, and city hall flagpole needs to be painted. Motion Heyne/Wilcox to approve the bid from Blacktop Services, up to $75,000, for surfacing several alleys and streets. All ayes. Motion carried. Council discussed a homeowner request to do a curb cut and approach at 857 3rd St. Motion Heyne/Wilcox to approve two days of compensatory time for the city clerk and maintenance supervisor, based on their regular workday. All overtime must be pre-approved by the mayor. Sick time policy discussion was tabled. Swimming pool rules were discussed. Motion Staley/Wilcox to charge $15.00 per thousand gallons of water for filling private swimming pools within city limits. All ayes. Motion carried. Motion Heyne/Castillo to approve bills. All ayes.
