Charter Oak City Council Meeting Minutes June 7, 2023 The Charter Oak City Council met in regular session on June 7, 2023. Mayor Randy Ulmer called the meeting to order at 7:00 PM. Members present were Peggy Staley, Ben Heyne, Russ Maack, Alec Castillo, Jim Wilcox. Others present were Ashley Mohr, Bob Selig, Troy Davis, Tracy Helmhold, Jake Hopp, Donald Friedrichs, Fred Jepsen, Nancy Rosburg, Deanne Hanson, Jody Wood, Jesse Jepsen, Ted Butler and Matt Knowles. Motion Staley/Wilcox to approve agenda. All ayes. Motion carried. Motion Wilcox/Castillo to approve April 24, May 1 and May 10, 2023 meeting minutes. All ayes. Motion carried. Public Forum: Nancy Rosburg informed the council about the library summer reading program activities, made a request to be put on July agenda for six month library review and voiced a complaint about council meeting date getting switched. Donald Friedrichs inquired about street repair progress. Tracy Helmhold addressed council regarding community beautification issues and inquired about a tree dump area. Department Reports Maintenance: Bob gave pool update, repaired water fountains in park and needs help installing new playground equipment. Fire: Assistant Chief Jake provided incident reports. Suburban, LMTV and Wildland 2 will be going back to DNR. Chief Ted reported the Fire Department wants to take high pressure skid unit off the 550 and turn it back into a quick attack truck. Pool: Pool Manager Jessie reported everything is ready for opening day and wants to implement special events to increase attendance. Motion Wilcox/Staley to approve a free swim day during Achievement Days. All ayes. Motion carried. Deanne Hanson addressed the council regarding a tree they removed in the right of way. Jody Wood addressed the council regarding a curb stop leak from December 2021. Matt Knowles addressed the council regarding his water bill. Troy Davis, water/wastewater operator, updated the council on the lagoon dredging. Motion Heyne/Maack to approve three building permits, a fence and covered patio at 319 Birch, and removal of sidewalk/add retaining wall at 17 Cedar. All ayes. Motion carried. Motion Heyne/Staley to approve final reading Ordinance 194-23, Amending Sewer Rates. Ayes: Staley, Heyne, Maack, Castillo, Wilcox. Ordinance approved and passed. Motion carried. Motion Wilcox/Heyne to approve final reading Ordinance 195-23, Amending Water Rates. Ayes: Staley, Heyne, Maack, Castillo, Wilcox. Ordinance approved and passed. Motion carried. Motion Staley/Heyne to approve first reading Ordinance 196-23, Amending Mayor Pay. Ayes: Staley, Heyne, Maack, Castillo. Wilcox. Motion carried. Motion Heyne, Maack to approve Resolution 06-07-2023, Transferring Funds. Ayes: Staley, Heyne, Maack, Castillo, Wilcox. Motion carried. Motion Staley/Heyne to approve Resolution 06-07-2023B, Wages. Ayes: Staley, Heyne, Maack, Castillo, Wilcox. Motion carried. Motion Staley/Heyne to table hiring of part-time maintenance position. All ayes. Motion carried. Motion Staley/Heyne to approve Mary Daniel for a 5 year term on the library board. All ayes. Motion carried. Motion Heyne/Maack to approve purchase of street sweeper from the City of Alta for $6,000.00. Council member Castillo will pick up machine for mileage reimbursement costs. All ayes. Motion carried. Motion Heyne/Staley to approve outdoor liquor license for Community Club street dance for Saturday July 8. All ayes. Motion carried. Motion Heyne/Maack to approve Klink Dozing to remove four dead trees in right-of-way at 315 Oak and one dead tree in right-of-way at 1st and Birch. All ayes. Motion carried. Motion Staley/Wilcox to reject bid to purchase 411 Oak property, and put it up for sealed bid. All ayes. Motion carried. Council looked over complaints. No action taken. Motion Castillo/Wilcox to move the July council meeting to July 6 due to holiday. All ayes. Motion carried. Motion Heyne/Castillo to approve bills. All ayes. Motion carried.
