Charter Oak City Council Meeting Minutes July 6, 2023 The Charter Oak City Council met in regular session on July 6, 2023. Mayor Randy Ulmer called the meeting to order at 7:01 pm. Members present were Alec Castillo, Ben Heyne, Russ Maack, Peggy Staley, and Jim Wilcox. Others present were Don Friedrichs, Jake Hopp, Patty Goslar, Amy Lenninger, Nancy Rosburg, Jessi Jepsen, Lindsey Schnoor, and Ashley Mohr. Motion Maack/Castillo to approve the agenda. All ayes. Motion carried. Motion Wilcox/Maack to approve the June 7, 2023 minutes. All ayes. Motion carried. Public Forum: Don Friedrichs asked for maintenance or grading in the alley at 1st & Plum. Nancy Rosburg enquired about the need for citywide mosquito spraying. Jessi Jepsen updated the council about groundskeeping in the arboretum that was provided by 4-H members. Department Reports: Assistant Fire Chief Jake Hopp reported three EMS calls for the past month. Pool Manager Jessi Jepsen reported on attendance for various activities at the pool, preparations for Achievement Days, and upcoming events. Librarian Nancy Rosburg gave the FY 2023 yearly activity report, including patron count. The summer reading program is going well, and the librarian’s desk has been repaired. Nancy also presented a letter of resignation from Library Board Member Linda Kuhlmann, effective June 26, 2023. Motion Heyne/Wilcox to approve second reading of Ordinance No. 196-23, Amending Provisions Pertaining to Mayor Compensation. The salary of the Mayor shall be $1,200.00 per year, payable bi-annually, plus $45.00 per council meeting attended. AYES: Staley, Heyne, Maack, Castillo, Wilcox. NAYS: None. Motion carried. Motion Staley/Heyne to approve paying $384/month for a health insurance stipend for Maintenance Supervisor Robert Selig upon receipt of proof of health insurance, as specified by the city council. All ayes. Motion carried. Council reviewed and discussed the recent Charter Oak water supply Sanitary Survey Report from the DNR. Deputy Clerk Lindsey Schnoor provided the council with information regarding a traffic control device grant available through Iowa DOT. Clerk Mohr apprised the council of the status of shelter house painting. Paint has been purchased with the Paint Iowa Beautiful grant. Volunteers are needed to help pressure wash, caulk, and paint, and can volunteer by calling city hall. Motion Staley/Heyne to table discussion of tree/curb stop issues at 103 Cedar. Council discussed the possibility of putting parameters on fireworks within city limits. The City currently follows state law. Citizens are reminded that they are only allowed to ignite fireworks on private property and they should clean up any mess left on the city street as a result of fireworks. Also, igniting fireworks on the street is illegal. Motion Staley/Castillo to approve bills. All ayes. Motion carried.
