Charter Oak City Council Meeting Minutes January 9, 2023 The Charter Oak City Council met in regular session on January 9, 2023. Mayor Pro Tem Ben Heyne called the meeting to order at 6:00 PM. Members present were Ben Heyne, Peggy Staley, Alec Castillo and Jim Wilcox. Others present were Bob Selig, Ashley Mohr, Troy Davis, Ted Butler, Jesse Carter, Zach Loftus, Patty Goslar, Amy Lenninger, Matt Steinkuehler, Jason French, Nancy Rosburg, Bryce Meeves and Matt Knowles. Council member Russ Maack joined the meeting at 6:16 PM. Motion Staley/Wilcox to approve the agenda. All ayes. Motion carried. Motion Wilcox/Castillo to approve December 5, 2022 minutes. All ayes. Motion carried. Public forum: Jesse Carter had questions about a letter sent to the fire department from the city clerk. Jason French asked about snow removal/storm drainage issues. Department reports: Maintenance - Bob Selig reported he found parts for the sander and they have been ordered. Fire - Chief Ted Butler reported that the fire department is working on their budget with a focus on housing, gear and communications as well as replacing the 2000 GMC tanker truck. Motion Heyne/Wilcox to approve payment to Feld Fire for 6 sets of bunker gear for the fire department. All ayes. Motion carried. Librarian Nancy Rosburg presented her semi-annual library report. From July to December, 156 adults and 64 children have patronized the library. Thirty-two adults and 52 children attended the summer reading program. New purchases: 85 books, 9 DVD’s. Donations received: 210 books, $20.00 gift. Water Operator Troy Davis reported lagoon dredging is scheduled for fall 2023. Motion Staley/Heyne to approve Resolution No. 01-09-2023A, Designating Financial Institution. Ayes: Heyne, Staley, Maack, Castillo, Wilcox. Motion carried. Motion Heyne/Wilcox to approve Resolution No. 01-09-2023B, Mileage Reimbursement 2023 Calendar Year (65.5 cents). Ayes: Heyne, Staley, Maack, Castillo, Wilcox. Motion carried. Motion Heyne/Staley to approve Resolution No. 01-09-2023C, Approving Mayor & Council Appointments for 2023 Calendar Year. Ayes: Heyne, Staley, Maack, Castillo, Wilcox. Motion carried. Motion Heyne/Wilcox to approve Resolution No. 01-09-2023D, Providing Public Hearing Notice for the FY Ended June 30, 2023 for the Maximum Property Tax Dollars to Certify for Levy. Ayes: Heyne, Staley, Maack, Castillo, Wilcox. Motion carried. Public hearing will be February 6, 2023. Agenda items #15-17 were tabled. City Clerk Mohr updated the council on the sale of the police car. Previous high bidder withdrew their bid; the car went to second highest bidder, Deanna Sorensen, for $2101.00. Agenda item #19 was tabled. Council reviewed two complaints about snow removal and reckless driving. Council received resignation letters from Nancy Rosburg (janitorial position only) and Wayne Neumann (arboretum groundskeeping). Motion Wilcox/Maack to approve bills. All ayes. Motion carried.
