MONONA COUNTY BOARD OF SUPERVISORS MEETING SEPTEMBER 6, 2022 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, September 6, 2022 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve the agenda. Vote on motion: All Ayes. Motion carried. Secondary Roads Engineer Dustin Wallis was present for Secondary Roads business. Discussion items were edging roads, packer for the roads, Cedar Avenue, ribbon cutting on the Barge Road and pipes. No action taken. It was moved by Fox, seconded by Phillips to abate certain drainage taxes assessed in error on: Little Sioux Drainage District ñ Parcel #834420200001 & #834420275001; Nagel Drainage District ñ Parcel #854402200003, #854402275001, #854402125002, #854402150002 and #854402150003; Onawa Drainage District ñ Parcel #834503225002 and #834503350005; Soldier Valley District ñ Parcel #834230250002. Total of assessments abated is $66.00. Vote on motion: Ayes: Brouillette, Fox and Phillips. Nays: None. Motion carried. In regard to the petition filed on August 29, 2022 by Kevin Henrichson and Greg Henrichson on Gray Lateral B requesting a cleanout of silt on the south side of Section 19 and the north side of Section 30 in Sioux Township and also requesting that when the cleanout is done the spoils be placed on the north side of the ditch, the Board of Supervisors took the following action. It was moved by Fox, seconded by Phillips to approve moving forward with this petition and appointing Veenstra and Kimm as Engineers with an estimated engineering cost not to exceed $7,000. Vote on motion: Ayes: Brouillette, Fox and Phillips. Nays: None. Motion carried. It was stated in the August 30, 2022 minutes that letters would be going out from the drainage office to contractors. With the appointment of Veenstra and Kimm as Engineers today, the drainage office will not be sending out these letters. Engineer Mouw with Veenstra & Kimm updated the board of supervisors on the Oliver Lake Lateral 1 project regarding the NIPCO easement questions and the replacement of bearings which was completed on May 2022 and caused the City of Onawa to lose power for approximately 6 hours. ]Recently Veenstra & Kimm began survey on the ditch and found that since the original engineering fee proposal of $3,850 which was approved on September 20, 2021 there has been a significant amount of new silt and stalks which have entered the ditch which now requires the entire length of the project to be surveyed instead of only the culvert crossings and blockage areas. The project will now require removal of the new silt and stalks in order for the ditch to drain as originally constructed. The breakdown of the updated engineering fees for the total project is now $9,400. Pictures are attached along with the amendment of fees. It was moved by Fox, seconded by Phillips, to approve the amendment to the original proposal from September 20, 2021 and approve the updated estimate in the amount of $9,400. after review of the findings in Engineer Mouw’s September 6, 2022 report. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the minutes of August 30, 2022 as read. Vote on motion: All Ayes. Motion Carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to approve claims. Vote on motion: All Ayes. Motion Carried. Supervisor Brouillette attended the Third Judicial District meeting, he shared the information presented. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to acknowledge receipt of manure management plans & plan update for Windy Ridge Poultry Facility ID #70578. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to authorize the Chairman’s signature on letter to Custer County Auditorís Office regarding state medical examiner claim. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve three-year contract with Maximus. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve omitted military credit for Lester E. and Donna L. Goslar for taxes payable 2022-2023. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to approve omitted homestead/military credits for Ken and Pat Tendal for taxes payable 2022-2023. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to acknowledge receipt of letter from Jueswi Person Specul. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to recess at 11:10 a.m. and reconvene at 12:30 p.m. Vote on motion: All Ayes. Motion carried. The Board interview the IT candidate. It was moved at 1:46 p.m. by Supervisor Fox, seconded by Supervisor Brouillette to go into closed session per Iowa Code 21.5(1) (i). Vote on motion: All Ayes. Motion carried. It was moved at 2:17 p.m. by Supervisor Fox, seconded by Supervisor Phillips to come out of closed session. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to offer the IT position to Jim Wigton pending background check. Vote on motion: All Ayes. Motion carried.
