MONONA COUNTY BOARD OF SUPERVISORS MEETING NOVEMBER 29, 2022 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, November 29, 2022, in the boardroom of the courthouse in Onawa, Monona County, Iowa, with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda. Vote on motion: All Ayes. Motion carried. Present for the Covid-19 Burgess Public Health update was Patrick Prorok, EMA Director. Adam Hadden of Burgess Public Health was unavailable for an update. Patrick updated the Board that Monona County is in a low transmission rate and RSV numbers are up. Discussion followed with no action taken. Jim Wigton, IT Director, was present for quotes for a new server. Jim reviewed the two quotes he received from Scantron and High Plains. Discussion followed. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to table the quotes for the new server for an updated quote increasing the RAM. Vote on motion: All Ayes. Motion carried. Randy Ping, Temporary Part-time Custodian, was present to update the Board on the projects he is working on. Discussion followed with no action taken. Present along with the Supervisors and Auditor for the Elected Official / Director Meeting were Abby Riesberg, Treasurer; Doug Kuhlmann, Conservation Director; Josh Schaben, Deputy Conservation Director; Jeff Pratt, Sheriff; Jim Wigton, IT Director; Kelly Seward, Recorder; Ian McConeghey, County Attorney; Patrick Prorok, EMA Director; and Sandy Bubke, Zoning/Environmental Health. Absent were Don Thompson, Veteran Affairs; Dustin Wallis, Secondary Roads and Tim Peters, Assessor. Activities were discussed and information was shared. Secondary Roads Engineer Dustin Wallis was present for Secondary Roads business. At 10:30 a.m., Supervisor Fox moved to open the public hearing, seconded by Supervisor Phillips. Vote on motion: All Ayes. Motion carried. Present for the public hearing were landowners Keith Miller, Jeff Berens, Ron McCord, Bryan Bieler, Nick Behrendt and David Behrendt. The four proposed road vacations were presented and it was noted that no objections have been filed. Descriptions of proposed road vacations are Walnut Avenue, Sequoia Circle, Alley in Ticonic, and Jackson Avenue (Ticonic) were given by the Engineer. Adjacent property owners have not reached an agreement on Walnut Avenue. Discussion followed. Vote on motion: All Ayes. Motion carried. Supervisor Phillips introduced and moved to adopt the following Resolution, Seconded by Supervisor Brouillette. RESOLUTION NO. SR 22-25 WHEREAS, on November 29th, 2022, at 10:30 am a hearing on the proposed vacation and closure of a Monona County Secondary Road, Sequoia Circle, described as follows: Sequoia Circle from County HWY E54 at the SW Corner of the SW º of the SE º of Section 7, Township 82, Range 42, thence North approximately 5,240 feet to the NW Corner of the NW º of the NE º of Section 7, Township 82, Range 42. WHEREAS, No objections have been made received, either in writing or by persons present regarding access to their properties. THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF MONONA COUNTY, that the County Road Sequoia Circle as described above be ordered vacated and closed. SR 22-26 WHEREAS, on November 29th, 2022 at 10:30 am a hearing on the proposed vacation and closure of a Monona County Secondary Road, Ticonic Alley, described as follows: Two Sections of Alley in Block 3 of Ticonic. Section 1 of Alley is approximately 20í wide by 324í long between 2nd Street Right-of-Way and 3rd Street Right-of-Way running North & South. Section 2 of Alley is approximate 20í wide by 112í long heading East from the mid-point of Section 1 of Alley. These alleys are located in Block 3 of Ticonic in the NW º of the NE º of Section 22, Township 85, Range 44. WHEREAS, No objections have been made received, either in writing or by persons present regarding access to their properties. Section 1 of Jackson Avenue is approximately 62í wide by 398í long between Walnut Avenue Right-of-Way and 133rd Street Right-of-Way running Northeast & Southwest. Section 2 of Jackson Avenue is approximately 62í wide by 330í long between County Highway E-16 Right-of-Way and Monona County Parcel Number 854422125001 running Northeast & Southwest. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve one-year wage adjustment for Nathan Fritz. He will be going from $21.83 per hour to $22.98 per hour per union contact. Vote on motion: All Ayes. Motion carried. Discussion items were wearing the proper PPE and outside employment. No action was needed. Tim Peters, Assessor, and Sandy Bubke, Zoning Administrator, were present to discuss if there are any businesses that could be eligible for a TIF rebate. Discussion followed with no action taken. Patrick Prorok, EMA Director, was present to request additional funding for 2025 Regional Hazard Mitigation Plan. The Regional Hazard Mitigation Plan includes Cherokee, Ida, Monona, Plymouth and Woodbury counties and is set to expire July 2025. To ensure Monona County remains eligible for state and federal allocation of FEMA funding, the Emergency Management Agency is seeking a commitment from the County to participate in the update of the Plan, to provide a local match for plan development not expected to exceed $7,000, and to come to a formal agreement with the project host. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve funding for the 2025 Regional Hazard Mitigation Plan and to provide a local match for plan development not to exceed $7,000. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to table the review of the Custodian applications because of the power outage. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to authorize the Chairmanís signature on wage change form for Lark Pratt, Treasurer Clerk to Treasurer Deputy. She will be going from $19.12 per hour to $22.40 per hour (74% of the Treasurerís wage). Vote on motion: All Ayes. Motion carried.
