MONONA COUNTY BOARD OF SUPERVISORS MEETING MAY 2, 2023 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, May 2, 2023 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to approve the agenda with removal of Amanda McCall-Mental Health Services. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Kevin Ewing, Sheriff was present to receive authorization to promote Deputy Robert Maule to Sergeant, to advertise to accept sealed bids on skid loader, and to hire part-time on-call jailers/dispatchers. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to give Sheriff Ewing authorization to promote Deputy Robert Maule to Sergeant; he will be going from $67,335.15 per year to $81,103.32 per year. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion Carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to give Sheriff Ewing authorization to advertise to accept sealed bids on skid loader. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion Carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to table authorization to hire part-time on-call jailers/dispatchers. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Secondary Roads Engineer Dustin Wallis, Deleta Huffman, Office Manager; Zach Schrader, Assistant to Engineer II; Tyler Wessling, Assistant to Engineer I; Dave Brown, Foreman; William Gangestad, Foreman; Brandon Vogt, Foreman; and Reggie Wessling, Mechanic Shop Foreman were present for Secondary Roads business. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve one-year wage adjustment for Andrew Blatchford; he will be going from $21.83 per hour to $22.98 per hour per union contract. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion Carried. Supervisor Fox introduced and moved to adopt the following Resolution, seconded by Supervisor Brouillette: RESOLUTION NO. SR 23-11 The Board of Supervisors consents to the recommendation of the County Engineer to hire Kevin Walker to fill a Seasonal Roadside Operator position at a Start rate of $19.00 per hour. Seasonal employment dates will be April through September. Rolph Monona County Auditor Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve right of way contract with Thies, BROS-SWAP-C067(93)óFE-67. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve miscellaneous utility permit for Windstream will be placing 492 feet of buried fiber to provide fiber to home service in Blencoe. Work will be done along Front Street and Main Street. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion Carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve miscellaneous utility permit for Windstream will be upgrading its network to fiber to the home in the City of Blencoe. Work will consist east of the railroad track encompassing Main, Mack, Simpson, and K45. Windstream will be placing approximately 3000 feet of fiber aerial and buried to provide service to 62 homes. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion Carried. Discussion items were roads, motor graders, and how Secondary Roads will operate after Dustin’s last day of work, no action was taken. The drainage office received a landowner call requesting spot cleaning of silt deposits on Gray Lateral F. Bryan Phillips, Drainage Clerk, took some pictures of the lateral and after discussion, the supervisors requested that a petition be signed by the landowner. After a petition is signed we can move forward with contacting the next contractor on our contractorís list to see if they are available to perform the work. No action was taken at this time pending a signed petition from the landowner. Regina Smith, RML Architects and Randy Ping, Part-Time Temporary Custodian were present to review the contract for replacement of windows and doors. Regina reviewed the plans for the window and door replacement with the Board and discussed options on the types of windows. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the contract with RML Architects for the replacement of the windows and doors in the Courthouse using American Rescue Plan Act (ARPA) funds. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion Carried. Randy Ping, Part-Time Temporary Custodian was present to update the Board on the HVAC system. Randy presented the information he received from Thompson Solutions Group on what needs to be done to repair the HVAC system along with a quote for the repairs.. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to have Thompson Solutions Group do the repairs to the HVAC system using American Rescue Plan Act (ARPA) funds. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion Carried. Jim Wigton, IT Director was present to review with the Board the two quotes he received from Alpha Wireless and Electric Engineering for door access controls. Alpha Wireless would be a new system installed to control the four doors for a total of $9,543.48. Electric Engineering would tie into the system that we are currently using that is locate at the Law Enforcement Center and to add one door to the current system would be $8,466.54. Discussion followed. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the quote from Alpha Wireless to install a new system using American Rescue Plan Act (ARPA) funds. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion Carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve the minutes of April 25, 2023 as read. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Supervisor Phillips attended the Hazardous Materials Response Commission Local Emergency Planning Council meeting; he shared the information presented. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve a county cell phone for Don Thompson, Veteran Affairs. Vote on motion: Ayes: Fox, Brouillette, and Phillips.
