MONONA COUNTY BOARD OF SUPERVISORS MEETING JULY 16, 2024 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, July 16, 2024 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Sheriff Kevin Ewing was present to discuss repair of the 2018 Ford F150 truck, authorization to hire a Deputy Sheriff, and authorization to advertise for Jailer/Dispatcher. Wray Wright and Patrick Prorok, EMA Director, were also present. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve repair of the 2018 Ford F150 truck. Barry Motors will be replacing the engine for $6,967.30. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to give Sheriff Ewing authorization to hire Eric Furness as Deputy Sheriff. Eric will start August 1, 2024, at $26.06 per hour per Union Contract. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to give Sheriff Ewing authorization to advertise for a Jailer/Dispatcher Position. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Wray Wright inquired about claims that were paid in June. Discussion followed with no action taken. Secondary Roads Maintenance Superintendent Shawn Bellis was present for Secondary Roads business. Also, present were Wray Wright and Patrick Prorok, EMA Director. Discussion items were the road to the Rodney Pits opening, cleaning up the roads from the flood, a policy for spraying for dust control, rock hauling, and patching roads. No action taken. Patrick Prorok, EMA Director, presented a flood update to the Board of Supervisor. FEMA was here on Thursday, July 11, 2024 and did site visits. The amounts have been entered into the system, but we are still waiting to be declared. Also present was Charlie Persinger, Monona County Economic Development. Discussion followed. No action taken. Due to the passing of Senate File 2442 dissolving the County Compensation Board effective July 1, 2024, the Board of Supervisors have the option to reinstate the County Compensation Board or carry out the duties of the County Compensation Board. Discussion followed. No action taken. Present were Recorder Kelly Seward and Sharon Gries, Chief Deputy Assessor. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve the minutes of July 9, 2024 as read. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve claims. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Supervisor Fox attended the Monona County Conservation Board meeting. He shared the information presented. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to appoint Dave Gregerson as St. Clair Township Trustee. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Supervisor Fox introduced and moved to adopt the following Resolution, seconded by Supervisor Brouillette: RESOLUTION NO. 2024-18 Setting Weed Commissionerís FY 25 Wages The Board of Supervisors desires to continue the annual salary for Weed Commissioner, Shawn Bellis, Secondary Roads Maintenance Superintendent at $3,185.25 for Fiscal Year 2024-25. Rolph Monona County Auditor RESOLUTION 2024-19 CHARGES FOR HOUSING OUT OF COUNTY PRISONERS Supervisor Fox introduced and moved for adoption the following Resolution, seconded by Supervisor Phillips : RESOLUTION 2024-19 CHARGES FOR HOUSING OUT OF COUNTY PRISONERS WHEREAS: the County of Monona shall charge out of county prisoners $60 per day or part thereof for the room and board provided to the prisoner while in custody of the sheriff. WHEREAS: for the purpose of computation, a day will mean 24 hours and part thereof any time exceeding that period. WHEREAS: all the monies collected and credited to Monona County for room and board shall be placed into the Sheriffís budget.
