MONONA COUNTY BOARD OF SUPERVISORS MEETING JANUARY 31, 2023 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, January 31, 2023 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Vince Phillips. Supervisor Absent: Tom Brouillette. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda. Vote on motion: Ayes Fox and Phillips. Nays: None. Motion carried. Present for the Covid-19 Burgess Public Health update via phone was Adam Hadden of Burgess Public Health. Adam informed the Supervisor that there were 13 cases for the month of January, 53 total deaths, and Monona County is in a low transmission rate. Discussion followed with no action taken. Randy Ping, Temporary Part-Time Custodian was present for an update on the furnace and presented the UV lighting prices. Discussion followed with no action taken. Present along with the Supervisors and Auditor for the Elected Official / Director Meeting were Doug Kuhlmann, Conservation Director; Dustin Wallis, Engineer; Sandy Bubke, Zoning/Environmental Health Administrator; Sharon Gries, Chief Deputy Assessor; Abby Riesberg, Treasurer; Jim Wigton, IT Director; Kelly Seward, Recorder; Ian McConeghey, County Attorney; and Don Thompson, Veteran Affairs. Absent were Jeff Pratt, Sheriff; and Patrick Prorok, EMA Director. Activities were discussed and information shared. It was moved by Fox, seconded by Phillips to require Plats of Survey to be recorded for any and all ROW acquired on the McNeill Main Drainage District Cleanout Project and any and all new projects hereafter on supervisor controlled drainage districts from this date forward. Vote on motion: Ayes: Fox and Phillips. Nays: None. Motion carried. Secondary Roads Engineer Dustin Wallis was present for Secondary Roads business. Discussion items were road survey, compensation time, and communication no action was taken. Sandy Bubke presented to the Board the recommendation from the Safety Committee to adopt the new policy Exposure Control Plan for Bloodborne Pathogens, this policy will be added to the current Risk Management & Safety Manual for Monona County employees.† Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the Exposure Control Plan for Bloodborne Pathogens.† Vote on motion: Ayes: Fox and Phillips. Nays: None. †Motion carried. Sandy Bubke, Environmental Health Administrator was present for approval to attend the National Environmental Health Association Conference in New Orleans. Sandy stated that her grants to counties would pay for most of the conference. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve Sandy attending the National Environmental Health Association Conference in New Orleans. Vote on motion: Ayes: Fox and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to recess at 12:15 p.m. Vote on motion: Ayes: Fox and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to reconvene at 1:05 p.m. Vote on motion: Ayes: Fox and Phillips. Nays: None. Motion carried. Auditor Rolph reviewed miscellaneous budgets with the Board, no action was taken. Ian McConeghey, County Attorney was present to review his budget with the Board, no action was taken. Peggy Rolph, Auditor was present to review the Auditors, Courthouse, Drainage, Election and miscellaneous budgets with the Board, no action was taken. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the minutes for January 24 and 25, 2023 as read. Vote on motion: Ayes: Fox and Phillips. Nays: None. Motion Carried.
