MONONA COUNTY BOARD OF SUPERVISORS MEETING FEBRUARY 11, 2025 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, February 11, 2025, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda with removing budget workshop. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Secondary Roads Engineer Charles Bechtold, Secondary Roads Office Manager Deleta Huffman, and Wray Wright were present for Secondary Roads business. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve Secondary Roads updated union contract effective July 1, 2025, through June 30, 2027, with future updates to holiday and longevity pay. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve miscellaneous utility permit for the City of Blencoe for an installation of six-inch DIP water main to loop existing water system. Work will include installation within right-of-way areas and a cased crossing. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were FEMA, foreman meeting, safety action plan, bridge program, payment projects, reviewing grader routes, and guardrail on bridge in Whiting damaged by an accident. No action taken. Amy Borchardt-Sick and Tammy Blinde, Drainage Clerks, were present for Drainage business. There was a motion by Phillips, seconded by Fox, to accept the petition filed on 02-03-25 by Franklin and Bart Heisterkamp for Gray Lat C tube cleanout at Maple Ave and to repair the tube at the Monona Harrison outlet. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. We are waiting to hear back from Engineer Rasmussen on the tube cleanout. Kepner, Little Sioux Superintendent, gave us an estimate for the 100-foot tube that needs replaced. 48î 12-gauge polymer CMP is $122.80/lf, 3 bands needed at $245.60 each and riverside gate at $1500.00. There was a motion by Fox, seconded by Brouillette to approve this bid from Kepner. Kepner would do the installation. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. There will be an informational meeting for McNeill Lateral 8 on March 4th, 2025, at 10:00 a.m., in the Supervisor Board Room of the Courthouse, 610 Iowa Street, Onawa, Iowa. This meeting is in response to the petition filed on 06-04-24 by Harold and Margaret Phipps. The drainage office will mail out the notice to the landowners, Margaret and Scott Phipps, and Michelle with Harrison County. The Irrigation Crossing Permit between the McNeill Main and Robert Pekarek was signed by Chairman Fox and will be on file in the drainage office. At 11:00 a.m., motion was made by Supervisor Fox, seconded by Supervisor Phillips to open the public hearing for the FY 2025 Budget Amendment. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. With no one present, Supervisor Phillips moved at 11:10 a.m. to close the public hearing for the FY 2025 Budget Amendment, seconded by Supervisor Brouillette. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. Supervisor Fox introduced and moved to adopt the following Resolution, seconded by Supervisor Brouillette: RESOLUTION NO. 2025-03 FY 2025 BUDGET AMENDMENT APPROPRIATIONS WHEREAS, it is desired to make amendments to the appropriations approved in Resolution 2024-11 setting appropriations in accordance with Section 331.434, subsection 6, Code of Iowa, for the following departments: Department; Appropriation; Amount of Increase/Decrease; Amended To Revenue Increase Conservation; 685,427; 127,355; 812,782; 127,355 Courthouse Building; 344,188; 215,856; 560,044; 215,856 Elections; 304,897; 8,800; 313,697; 8,800 Jail Trust Fund; 0; 34,600; 34,600; 34,600 Sheriff; 2,655,456; 263,462; 2,918,918; 258,594 Zoning; 122,170; 12,730; 134,900; 12,730 THEREBY, increasing the overall FY2025 expenditure total from 17,020,811 to 17,683,614 and; NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Monona County, Iowa, to direct the County Auditor to correct her books accordingly. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve the Compensation Board’s recommendation of 2% for County Attorney, 2.35% for Auditor, Recorder, Sheriff, Treasurer, and Supervisors. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve an additional $1,500 for the Chairman. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Sandy Bubke, Zoning Administrator, and Stephanie Wiese, Western Iowa Power Cooperative, were present for the recommendation for Zoning regulations Chapter 100 changes. The proposed changes are to Section 100.05-Definitions; Section 100.15-Principal Permitted Uses, Industrial Uses; Section 100.23-Commercial Wind Farms; and new Section 100.37óDigital Currency Mining and/or Data Center Facility. Motion was made by Supervisor Fox, seconded by Supervisor Philips to acknowledge receipt of the Planning & Zoning Commissions recommended changes to Chapter 100. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to set February 25, 2025, at 1:00 p.m. for the Public Hearing date and time for consideration of adopting the changes to Chapter 100 recommended by the Planning and Zoning Commission.
