MONONA COUNTY BOARD OF SUPERVISORS MEETING DECEMBER 27, 2022 The Monona County Board of Supervisors met in regular session at 8:30 a.m. oíclock on Tuesday, December 27, 2022 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the agenda. Vote on motion: All Ayes. Motion carried. At 8:33 a.m., Supervisor Fox made the motion, seconded by Supervisor Brouillette to go in to closed session per Iowa Code 20.17 (3). Jack Reed, Iowa Negotiations Consulting Services, was present via phone. Vote on motion: All Ayes. Motion carried. It was moved by Supervisor Fox, seconded by Supervisor Phillips to come out of closed session at 8:58 a.m. Vote on motion: All Ayes. Motion carried. No further action taken. Present along with the Supervisors and Auditor for the Elected Official / Director Meeting were Doug Kuhlmann, Conservation Director; Josh Schaben, Deputy Conservation Director; Dustin Wallis, Engineer; Jeff Pratt, Sheriff; Patrick Prorok, EMA Director; Sandy Bubke, Zoning/Environmental Health Administrator; Sharon Gries, Chief Deputy Assessor; and Don Thompson, Veteran Affairs. Absent were Abby Riesberg, Treasurer; Jim Wigton, IT Director; Kelly Seward, Recorder; and Ian McConeghey, County Attorney. Activities were discussed and information shared. Doug Kuhlmann, Conservation Director and Josh Schaben Deputy Conservation Director were present to discuss the rental of the back hoe and forestry head attachment. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to pay the backhoe rental of $11,016.00 out of ARPA funds. Vote on motion: All Ayes. Motion carried. Bids for skid loader forestry head attachment bids were as followed Caterpillar model HM215C $28,930.00 Diamond 48î disk mulcher for $20,256.00 and FAE TDMLSSL150VT for $33,500.00. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve the purchase of the Diamond 48î disk mulcher for $20,256.00. Vote on motion: All Ayes. Motion carried. Secondary Roads Engineer Dustin Wallis was present for Secondary Roads business. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to approve a 3% wage adjustment for Shawn Lee, Maintenance Shop Foreman he will be going from $26.64 per hour to $27.44 per hour. Vote on motion: All Ayes. Motion carried. Discussion items were the mechanic shed, life cycle of equipment, tin on Secondary Roads buildings. Sandy Bubke, Environmental Health Administrator presented the Radon Action Month Proclamation for approval by the Board of Supervisors. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to adopt the Radon Action Month Proclamation for January 2023. Vote on motion: All Ayes. Motion Carried. Jim Wigton, IT Director was not present for the Supervisor Meeting. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to table work from home, firewall-VPN, panic buttons, door access for courthouse door. Vote on motion: All Ayes. Motion carried.
