MONONA COUNTY BOARD OF SUPERVISORS MEETING DECEMBER 20, 2022 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, December 20, 2022 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present was Deputy Auditor, Sheri Streeter. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve the agenda. Vote on motion: All Ayes. Motion carried. Randy Ping, Temporary Part-time Custodian, was present to update the Board on the projects he is working on. Randy has talked to Brian Brewer about UV Lights and he gave Randy a couple of companies to contact that deal with with UV lights. New Exit and Emergency lights have been ordered. Discussion followed with no action taken. Sandy Bubke, Zoning/Environmental Director was present to inform the board the effective 1/1/2023 that she will be the IEHA Representative to the Board of Directors. They will pay all of her meeting expenses except for her wages. She presented her meeting schedule for 2023. She also gave them a quarterly work log report. No action taken Sheriff Pratt and Angie Komarek were present to get authorization for a Sam’s Club Credit card. The card will have a $1,500.00 - $2,000.00 limit. Authorized users will be Sheriff Pratt, Angie Komarek and Amanda Hinkel. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve Sam’s Club Credit Card for the Sheriff’s Department. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to give Sheriff Pratt authorization to advertise for a Deputy Sheriff. Vote on motion: All Ayes. Motion carried. Secondary Roads Engineer Dustin Wallis was present for Secondary Roads business. Discussion items were the upcoming weather and keeping the men in the graders. Supervisor Fox wants the Supervisors informed when the county crews are out. Dustin updated the Board on the trees of Gene Wimmers’ that were cut down and a possible survey of the road. Dustin attended a DOT meeting; he stated that a county employee could be certified to do CDL training. No action taken. The deadline for requests to obtain a Permit to Trap on the Supervisor Drainage Ditches was December 15, 2022. Three requests were received and notification will be sent informing them of their assigned areas. They will be requested to contact Chairman Bo Fox to turn in beaver tails and he will forward the information on to the drainage office for payment. Wendy Mueller and Kelly Malberg. West Central Community Action were present to visit with the board about funding for FY 2024. They are requesting $2,500.00 which is an increase of $500.00. There has been no increase since 2016. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the request for $2,500. Vote on motion: All Ayes. Motion carried. Kelly Parsley, Deputy Auditor was present to discuss dental insurance changes. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve shutting the UC (usual and customary) off, pay on billed amounts only, and to backdate claims to July 1st. Vote on motion: All Ayes. Motion carried. Ian McConeghey, County Attorney was present to get authorization to hire Sara Delanty of Charter Oak as the new Assistant County Attorney. Sarah will be starting January 5, 2023. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to approve the hiring of Sarah Delanty as the new Assistant County Attorney. Vote on motion: All Ayes. Motion Carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the minutes of December 13, 2022 as read. Vote on motion: All Ayes. Motion Carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve claims. Vote on motion: All Ayes. Motion Carried. REPORT ON COMMITTEE MEETINGS ATTENDED Supervisor Fox attended the Monona County Economic Development Meeting; he shared the information presented. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve General Ledger Journal Entries to correct accounts for Conservation, Auditor and Drainage. Vote on motion: All Ayes. Motion Carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to acknowledge receipt of resignation letter from Lee Kirkpatrick, Jr. Sheriff Deputy effective February 2, 2023. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to acknowledge receipt of resignation letter from Rick Deen, Communication Director effective March 17, 2023. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to authorize the Chairman’s signature on wage change form for Terry Watson, Jr. he will be going from $18.44 per hour to $18.68 per hour effective January 1, 2022. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve /disapprove omitted Homestead & Military Credits. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to authorize the Chairman’s signature on disallowed omitted homestead and military letter. Vote on motion: All Ayes.
