MONONA COUNTY BOARD OF SUPERVISORS MEETING AUGUST 6, 2024 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, August 6, 2024 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Josh Schaben, Conservation Director, was present for the Chairmanís signature on a grant from the Missouri River Historical Development for the cabin at Peters Park. Wray Wright was also present. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to authorize the Chairman’s signature on the grant letter to Missouri River Historical Development for Peters Park Cabin. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Secondary Roads Engineer Charles Bechtold and Secondary Roads Office Manager Deleta Huffman were present for Secondary Roads business. Wray Wright was also present. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve one year wage adjustment for Nick Kafton. He will be going from $25.35 per hour to $26.68 per hour per union contract. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve miscellaneous utility permit for Western Iowa Power Cooperative for a single phase 1/0 secondary underground cable replacing existing overhead line that crosses Aspen Avenue. Location of the road crossing is 2905 feet south of the county line on Aspen Avenue. Cable will run from east right of way edge to west right of way edge. Cable will be a minimum of 48 inches deep in Fairview Township (85N) (47W) sections 2 and 3. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve progress voucher #2 FM-C0 67 (94)ó55-67. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items included the roadway maintenance agreement with Iowa DOT Lewis & Clark Park, patching, cleaning ditches, five-year plan, and auction on Purplewave. No action taken. Amy Borchardt-Sick and Tammy Blinde, Drainage Clerks, were present for Drainage business. It was further discussed to request the drainage office take over the process of calling and redeeming the stamped warrants from the Treasurer. It was moved by Fox, seconded by Phillips to accept the petition from Robert Sweedler/Dart Farms, INC on the Haitz Lateral 4. The petition states he would like a clean out from the gravel road to the outlet, Westfork Township, section 14, 14-85N-45W. Fox will visit the site and report back at the next meeting. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. The petition is on file in the Drainage Office. Patrick Prorok, EMA Director, was present for a flood update. Patrick stated that the Presidential Declaration for Monona County was declared on Friday, August 2, 2024. The deadline to sign up for individual assistance is August 23, 2024. Representatives from FEMA will be going door to door to sign residents up for assistance. The deadline to sign up for public assistance is September 9, 2024. Discussion follow with no action taken. Kevin Ewing, Sheriff, was present to request authorization to hire jailer/dispatcher. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to give Sheriff Ewing authorization to hire Mike Kennedy as night jailer pending passing the MMPI. He will start at $17.89 per hour plus $0.25 per hour shift differential per Union Contract. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve the minutes of July 30, 2024 as read. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to approve claims. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to appoint Jim Wigton to the Monona County Safety Committee. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve wage change form for Megan Garule. She will go from $19.44 per hour to $20.12 per hour per union contract. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to acknowledge receipt of Manure Management Plan & Plan Updates for Lyle Ernst Facility #57963. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to authorize the Chairman’s signature on Monona County and Provider Agreement with the Family Crisis Centers. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to authorize the Chairmanís signature on Monona County and Provider Agreement with the Monona County Historical Society. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to rescind Resolution 2024-19 for Housing Out of County Prisoners. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Supervisor Phillips introduced and moved for adoption the following Resolution, seconded by Supervisor Fox: RESOLUTION 2024-20 CHARGES FOR HOUSING OUT OF COUNTY PRISONERS AND IN COUNTY PRISONERS WHEREAS: the County of Monona shall charge out of county prisoners $65 per day or part thereof for the room and board provided to the prisoner while in custody of the sheriff. WHEREAS: the County of Monona shall charge the in county prisoners $60 per day or part thereof for the room and board provided to the prisoners while in custody of the sheriff. WHEREAS: for the purpose of computation, a day will mean 24 hours and part thereof any time exceeding that period. WHEREAS: all the monies collected and credited to Monona County for room and board shall be placed into the Sheriffís budget.
