MONONA COUNTY BOARD OF SUPERVISORS MEETING AUGUST 13, 2024 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, August 13, 2024 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present were Auditor Peggy A. Rolph, Wray Wright, and Roseanne Plante, Iowa House District 13 Candidate. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Peggy Rolph, Secretary Safety Committee, Patrick Prorok and Jim Wigton Safety Committee Members, presented to the Board of Supervisors the recommendation regarding CPR Training be held in person and not online classes. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the Safety Committee’s recommendation of CPR Training being held in person and not online classes. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. The two options on how to notify employees regarding weather closures were discussed. Those options are using Alert Iowa or having a phone tree among the Elected Officials and Department Heads to notify employees. It was decided to discuss it at the Elected Officials/Department Head meeting at the end of the month, no action taken. Secondary Roads Engineer Charles Bechtold and Secondary Roads Office Manager Deleta Huffman were present for Secondary Roads business. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to table miscellaneous utility permit for FARR for more information. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were what each shed has been working on, Foremen’s meeting, Hungry Canyons funding, special hauling permits, equipment, reviewing the grader routes, and tree trimming policy. No action taken. Amy Borchardt-Sick and Tammy Blinde, Drainage Clerks were present for Drainage business. Also Present Andy Gage and Abby Riesberg, Treasurer. It was moved by Phillips, seconded by Brouillette to approve the drainage claims. The claims are on file in the Drainage office. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. It was further discussed to have the drainage office take over the process of calling and redeeming the stamped warrants from the Treasurer. No action taken. It was moved by Brouillette, seconded by Phillips to accept the petition from Robert Sweedler/Dart Farms, INC on the Haitz Lateral 4. Westfork Township, section 15, 15-85N-45W. The petition states Sweedler would like a clean out along the gravel road North to 120th Street, replace 3 tubes with 36î tubes, from the 30î they are currently and to remove one driveway tube completely. He would like a flood gate on the driveway tube being replaced from a 30î to 36î as well. It was determined the only tube in the Haitz Lat 4 DD is the driveway tube he would like replaced. He was advised to get with Secondary Roads on the remaining tubes. Fox will get with the Engineer to see if an Engineer Report is needed to change the size of the tube as requested by the Petition. The flood gate was also discussed and would be the expense of the landowner. Cleanout will be reviewed in the Fall after the crops are out for Haitz Lat 4 DD. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. The petition is on file in the Drainage Office. Roseanne Plante, Iowa House District 13 Candidate was present to introduce herself to the Board of Supervisors and present her platform on why she is running for Iowa House District 13. Roseanne shared three of her priorities 1. Shared Care Legislation regarding parents having a fair and reasonable chance to secure 50/50 shared parenting time with their children during a divorce or custody matter. 2. Nursing Home Regulation Reform. 3. DHS Reform she believes the system needs to be overhauled and updated to meet the current needs of Iowans. Also present were Randy Stanislav, Kelly Seward, Recorder, Abby Riesberg, Treasurer, and Sharon Gries, Chief Deputy Assessor. Abby Riesberg, Treasurer was present to request extending her remote access. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to extend Treasurer Riesberg remote access until end of business on August 27, 2024. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Sharon Gries was also present. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve the minutes of August 6, 2024 as read. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve claims. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Supervisor Fox attended the Monona County Conservation meeting, he shared the information presented. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve General Ledger Journal Entry Approval to correct years on the insurance check. It was posted in FY 2025 and should have been posted in FY 2024. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to acknowledge receipt of Clerk of Court report of fees collected for July 2024. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to authorize the Chairmanís signature on status/payroll change report for Jeriah Sorensen, Assessorís Office. Jeriahís will start at $20.11 per hour. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to authorize the Chairman’s signature on the Monona County and Provider Program Agreement with Blencoe Senior Citizens. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to acknowledge receipt of resignation letter from Fred Dumkrieger as Soldier Township Trustee. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to table the authorizing the Chairman’s signature on 2023 Weed Commissioner’s Report for corrections to the report. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. The Board of Supervisors reviewed Homestead & Military Application and the Homestead Tax Credit and Exemptions for 65 Plus, no action taken. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to acknowledge receipt of Monona County Sheriffís Report of Fees collected for July 2024. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried.
