MONONA COUNTY BOARD OF SUPERVISORS MEETING APRIL 22, 2025 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, April 22, 2025 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Sandy Bubke, Zoning Administrator presented the Board of Adjustments decision on New Cooperativeís NH3 tanks at the Mapleton and Ute facilities. The Board of Adjustments approved New Cooperativeís NH3 tanks at the Mapleton and Ute facilities. Wray Wright was also present. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to acknowledge receipt of the Board of Adjustmentís approval of New Cooperative’s NH3 tanks at the Mapleton and Ute facilities. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve New Cooperative’s NH3 tanks at the Mapleton and Ute facilities based on the Board of Adjustmentís decision. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Secondary Roads Engineer Charles Bechtold, Secondary Roads Office Manager Deleta Huffman and Wray Wright were present for Secondary Roads business. Discussion items were seasonal workers, FEMA, pavement-markings, bridges, and all systems permits. No action taken. Amy Borchardt-Sick and Tammy Blinde, drainage clerks, were present for drainage business, Caleb Rasmussen, Engineer with ISG was also present. Mc Neill Main Cleanout Project Phase II. It was moved by Fox, seconded by Brouillette to tentatively approve the Engineerís Report as filed for Phase II of the McNeill Main Cleanout Project, Option 3: Improvement-open ditch bypass. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. Option 3 takes land out of production and requires purchase of right-of-way but eliminates cooperation from Union Pacific Railroad. Engineer Rasmussen will resend official notice to UPRR per code 468, to confirm lack of authority of the RR to permit bypass. A Public Hearing date has been set for June 3rd, 2025 at 11:00 a.m., at the Onawa Public Library. The drainage clerk will get the required notices published and mailed to landowners per Iowa code 468. Rasmussen will communicate with Michelle in Harrison County. The Crane, Oliver Lake and laterals, Haitz lateral 4, and the McNeill lateral 8 drainage ditches were also discussed, no action was taken. At 11 a.m. it was moved by Supervisor Brouillette, seconded by Supervisor Phillips to open the public hearing for the FY 2025/2026 Budget. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. With no one present, it was moved by Supervisor Phillips at 11:10 a.m., to close the public hearing for the FY 2025/2026 Budget seconded by Supervisor Fox. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the FY 2025/2026 Budget. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Supervisor Brouillette introduced and moved for adoption the following Resolution, seconded by Supervisor Phillips: RESOLUTION 2025-09 ADOPTION OF 2025/2026 BUDGET WHEREAS: Monona County, Iowa held a Public Hearing on April 22, 2025 for input for the 2025/2026 Fiscal Year Budget and County Levies. WHEREAS: Iowa Code Section 331.434 authorizes the board of each county to certify property taxes annually at its March/April sessions. THEREFORE on April 22, 2025 the Monona County Board of Supervisors approved the following levies and property tax asking. Rolph, Monona County Auditor Supervisor Fox introduced and moved for adoption the following Resolution, seconded by Supervisor Phillips : RESOLUTION 2025-10 APPROVING COMPENSATION BOARD RECOMMENDATION WHEREAS, the Monona County Compensation Board meets annually to recommend a compensation schedule for elected officials for the fiscal year immediately following, in accordance with Iowa Code Chapters 331.905 and 331.907, and WHEREAS, the Monona County Compensation Board met on December 12, 2024, and made salary recommendations for the following elected officials for the fiscal year beginning July 1, 2025, and WHEREAS, the Monona County Board of Supervisors took action on the recommendation on February 11, 2025 Elected Official; Current Salary; Approved Salary Auditor; $74,633.28; $76,387.16 County Attorney; $122,986.82; $125,446.56 Recorder; $69,234.57; $70,861.58 Sheriff; $100,470.94; $102,832.01 Supervisors; $35,121.99; $35,947.36 Chairman; $37,111.93; $39,484.06 Treasurer; $70,654.83; $72,315.22 THEREFORE, BE IT RESOLVED that the Monona County Board of Supervisors adopts the above salary recommendations for elected officials for the fiscal year beginning July 1, 2025, as recommended by the Monona County Compensation Board. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to table authorizing the Chairman’s signature on letter to Woodbury County requesting reimbursement for Medical Examiner costs until more documentation is received. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried.
