Minutes Charter Oak City Council September 12, 2022 The Charter Oak City Council met in regular session on Monday, September 12, 2022. Mayor Pro Tem Ben Heyne called the meeting to order at 7:00 p.m. Council members present were Alec Castillo, Russ Maack, Peggy Staley, and Jim Wilcox. Absent: Mayor Randy Ulmer. Guests: Mark & Kelley Kuhlmann, Jeff Reddick, Troy Davis, Matt Knowles, Ted Butler, Jenny Goslar, and Nina Leitz. Motion Staley/Castillo to approve the agenda. All ayes. Motion carried. Motion Staley/Castillo to approve the August 1, 2022 minutes. All ayes. Motion carried. Public Forum: Jeff Reddick requested permission to plant a memorial tree in the arboretum. Mark and Kelley Kulhmann presented a building permit for an extension on their existing steel building. Permit was approved. Fire Chief Butler reported 6 EMS calls and 1 fire call for August, and provided updates on equipment for vehicles. Sheriff’s Department reported 4 ICR calls and 11 radio logs. There was no maintenance report. Mayor Pro Tem Heyne opened the public hearing for the sale of street and alley at 7:15 p.m. There being no objections, the hearing was closed at 7:16 p.m. Motion Wilcox/Castillo to adopt RESOLUTION 09-12-22A, Sale of Vacated Street/Alley. Ayes: Castillo, Heyne, Maack, Staley, Wilcox. Motion carried. Motion Heyne/Staley to adopt RESOLUTION 09-12-22B, Quit Claim Deed. Ayes: Castillo, Heyne, Maack, Staley, Wilcox. Motion carried. CORA representatives wanted clarification on responsibility for mowing of ball fields and surrounding area. Motion Staley/Wilcox to continue allowing CORA to use the city’s mower to mow the fields, park, and swimming pool during the May-June ball seasons. The City will maintain the grounds at all other times. All ayes. Motion carried. Motion Wilcox/Maack to approve the agreement with Mark & Kelley Kuhlmann to house fire vehicles. All ayes. Motion carried. Motion Staley/Heyne to approve the transfer of title of the EMS Chevy Tahoe to the Fire Department. All ayes. Motion carried. Motion Maack/Wilcox to defer the painting of the water tower by Maguire Iron until the summer of 2023. All ayes. Motion carried. Motion Maack/Castillo to approve the bid from Bedrock Concrete for lagoon dredging in the amount of $220,000.00. All ayes. Motion carried. Motion Staley/Wilcox to approve a change in wage for Troy Davis to $22.00/hour. All ayes. Motion carried. Motion Staley/Maack to adopt RESOLUTION 09-12-22C, Adoption of Employee Handbook. Ayes: Castillo, Heyne, Maack, Staley, Wilcox. Motion carried. Council agreed to pay the city clerk her regular hourly wage for work done from home during medical leave. Wayne Neumann identified needed repairs in the arboretum, including lights, benches, water fountain, welcome sign, and gazebo. Motion Wilcox/Maack to proceed with getting quotes for repairs. All ayes. Motion carried. Councilman Wilcox reported on broken and unsafe playground equipment in the city park. Council will get formulate a plan for updates and get quotes. Identifying nuisance properties for condemnation was discussed. Motion Staley/Wilcox to post for part-time maintenance position. All ayes. Motion carried. Motion Maack/Wilcox to approve the bid from Midwest Construction for replacing isolated sections of decaying curb & gutter. All ayes. Motion carried. Council will get quotes for tilling, leveling, and reseeding the city park grounds. Council was informed of a Crawford County communications tower going up west of town. Written nuisance complaints received at city hall were reviewed by the council. Past water meter reading oversights were discussed and clarified. Motion Staley/Heyne to approve bills. All ayes.
