Iowa County Treasurer’s E-Government Alliance Board of Directors Meeting Minutes Wednesday, Aphril 2, 2025, 9:30 AM – Microsoft Teams Present: Abby Riesberg, Amy Johnson, Barb Vance, Beth Gerlach, Chad Murray, Mark Myers, Linda Manwarren Minutes from March 19, 2025, Board Meeting were approved with a motion by Amy, second by Mark, all ayes. Treasurer’s Report: There is an ending balance on April 1, 2025 of $1,269640.28 which includes IPAIT account. Approved with a motion by Abby, second by Amy, all ayes. Checks Written: 7040, The Mapleton Press, 66.18 7041, The Mapleton Press, 54.38 EFT Debits and Transfers: Catalis, Monthly Payment, 52,269.00 Deposits and Transfers: Corelogic, Escrow Payment, 57,011.10 Transfer, Feb Merch Fees, 33,763.70 Corelogic, Escrow Payment, 212.10 Interest, Operating Acct, 420.66 Merchant Services: Discussion of what caused the card machines to go down on March 31, 2025 for approximately 1 hour. Waiting for analyst report from FNBO into the cause of outage. Discussion of service provided by vendor. Catalis: Two major functions of ICTEA website went down on March 31, 2025. The first website function of being able to search for parcels was indicating the system was overloaded. The cause of system overload was the DOT tag customer stop file threshold was reached, which imports daily. Chris was able to add an index to the file which made the search capabilities function again. Outage lasted approximately 3 hours. The second website function of association wide email communication was impacted. ICTEA Board was not able to notify ICTEA members of the system being overloaded as email communication was suspended due to non-payment on corporate credit card by vendor. Future notifications of payment suspension notifications was updated to a staff member currently employed by vendor. Outage started Sunday, March 30 at an unknown time and was restored around 2 pm on Monday, March 31, lasting approximately 24 or more hours. Proposed Future Web Enhancements with hope to implement by June 30, 2025: 1. Add fields for valuation for current tax year and future tax year for scheduled pmts. - 8 estimated hours – waiting on information from Solutions and Tyler software vendors. 2. Find solution to prevent out-of-order payment. Example: previous year taxes are delinquent, but taxpayer pays current year before previous year. – 12 estimated hours – pulled enhancement back to adjust enhancement as causing issue for taxpayer when paying special assessments, 8-7-24. 3. Add a Vendor/Partner tab on website – 20 estimated hours 4. Automatic treasurer duties calendar reminders emailed – 40 estimated hours 5. Enhance reporting criteria for escrow companies for specific parcels – TBD 6. Enhance the Library/Knowledge documents to have “preview document” instead of “download” to prevent unnecessary files accumulating on the PCs download folder taking up unnecessary space. – 5 estimated hours 7. Develop a survey link (similar to Survey Monkey) – 120 estimated hours 8. Enhance the search criteria to include receipt number in addition to parcel number – 5 estimated hours 9. Enhancement for customers to verify/review parcels current mailing address when an online payment is completed, similar to the MV side. – 15 estimated hours Catalis Contract Extension: Mark motioned to table discussion of contract extension, seconded by Amy. DOT Modernization: Continued discussion of potential negative impact on ICTEA by DOT Modernization. May School: ISCTA Executive Board asked ICTEA to present at Treasurer May School. Discussion of presentation items followed. New Board and Web Policy Group Members: Mark motioned Dan Zomermaand, Sioux County Treasurer, Lynda Hintzman, Black Hawk County Treasurer, and Barb Vance, Scott County Treasurer Operations Manager to the ICTEA Web Policy Group as members for a 3 year term effective July 1, 2025, seconded by Amy. Discussion of possible recruitment for ICTEA Board followed.
