City of Ute REGULAR COUNCIL MEETING September 6, 2022 The Ute City Council met with Mayor Richard Hageman in regular, open session on September 6, 2022 at 7:00 p.m. Council members present: Becky Miller, Ryan Pithan, Jimmy Carlson, and Matt Leitz. Absent: Ciera Carlson. Also present Lonnie Carlson. Motion by Miller/Leitz to approve the agenda. All ayes. MC Building Permits Approved: Josh Gotto – bay window; Paula Harris – concrete pads and shed; Frank McAndrews – pergola; Jeff Pithan – patio; Richard Hageman – shed; Katelyn Leisinger – roof over patio. Lonnie stated the owner of 200 S. Briggs had discussed putting a roof and siding 4 conex boxes placed on a concrete slab to form a building for his shop but no building permit has submitted to date. Council will review plans once a building permit it received. Lonnie discussed having the water tower cleaned for $2,500.00. It hasn’t been cleaned for 5 years and can’t be delayed until after the new water tower is built. Lonnie inquired about purchasing a used bush hog mower that he could use to mow the dump and lagoon. He has seen them advertised online from $500 up to $2,500. Council agreed on a $2,000 limit. Clerk stated that there have been ongoing daily issues with not being able to print, scan, or access internet and email since the beginning of August with the new network and that the water plant had not been switched over yet. A tech has been at the office at least twice a week working on computers and firewall and clerk has had to call and have them remote-in to fix issues when they are not on-site. Consent agenda approval for minutes for August 1, 2022, meeting and claims for August 2022 were tabled until next meeting due to computer issues and inability to print. Motion by Leitz/Miller to approve the 1st reading of ORDINANCE 224 – AN ORDINANCE AMENDIOONG THE CITY OF UTE, IOWA MUNICIPAL CODE 2017, BY MODIFING SECTION a-a-18 STOP OR YEILD REQUIRED. Ayes: Miller, JCarlson, Leitz, Pithan. Absent: CCarlson. Motion carried. Motion by Leitz/JCarlson to waive the 2nd and 3rd readings and adopt ORDINANCE 224 – AN ORDINANCE AMENDIOONG THE CITY OF UTE, IOWA MUNICIPAL CODE 2017, BY MODIFING SECTION a-a-18 STOP OR YEILD REQUIRED. Ayes: Leitz, Pithan, Miller, JCarlson. Absent: CCarlson. Motion carried. Motion by Pithan/JCarlson to approve RESOLUTION 2022 – 19 – A Resolution fixing the date for a meeting on the proposition to authorize a Loan Agreement and the issuance of Notes to evidence the obligations of the City thereunder. All ayes. MC Charter Oak-Ute Community School Special Election will be held Tuesday, September 13, 2022, from 7:00 am- 8:00 pm at City Hall. The General Election will be held on Tuesday, November 3, 2022, from 7:00 am – 8:00 pm, at City Hall. Motion by Leitz/JCarlson to adjourn. All Ayes. MC. Meeting adjourned at 7:34pm.
