Charter Oak City Council Public Hearing/Special Meeting Minutes April 28, 2025 The Charter Oak City Council met in special session on April 28, 2025. Mayor Peggy Staley called the meeting to order at 7:00 p.m. Members present were Alec Castillo, Jason French, Russ Maack and Tracy Helmhold. Council Member Nate Mohr was absent. Others in attendance were Ashley Mohr, Craig Warnock, Mark and Kelley Kuhlmann, Allen Stewart, Matt Towey, and Micheal Griglione. Motion Helmhold/French to approve the agenda. All ayes. Motion carried. Motion Castillo/Helmhold to open public hearing, “Approving the FY 25/26 Budget” at 7:00 p.m. All ayes. Motion carried. No public comments/objections. Motion French/Helmhold to close public hearing at 7:01 p.m. All ayes. Motion carried. Motion Castillo/French to approve Resolution No. 04-28-2025, Approving FY 25/26 Budget. Ayes: Castillo, French, Maack, Helmhold. Nays: None. Absent: Mohr. Motion carried. Matthew Towey with MidAmerican Energy, addressed the council to answer questions and explain the Middle Mile grant funded boring project. Motion Helmhold/French to approve right-of-way permit application for MidAmerican fiber project. All ayes. Motion carried. Motion Castillo/Helmhold to approve Resolution No. 4-28-2025B, Assessment of Unpaid Nuisance Abatement Charges. Ayes: Castillo, French, Maack, Helmhold. Nays: None. Absent: Mohr. Motion carried. Motion Helmhold/French to approve Resolution No. 4-28-2025C, Assessment of Unpaid Utility Charges. Ayes: Castillo, French, Maack, Helmhold. Nays: None. Absent: Mohr. Motion carried. Motion Castillo/French to approve Resolution No. 4-28-2025D, Transferring Funds FY 24/25 Budget. Ayes: Castillo, French, Maack, Helmhold. Nays: None. Absent: Mohr. Motion carried. Motion Castillo/Helmhold to not grant an extension to the owner of 137 Main Street beyond May 9, 2025, to abatement nuisance. Ayes: Castillo, French, Helmhold. Nays: Maack. Absent: Mohr. Motion carried. Motion French/Maack to approve building permit for Mark and Kelley Kuhlmann to build a new house at 412 N. Spruce Ave. All ayes. Motion carried. Motion Maack/Castillo to approve building permit for Chaise and Hallie Hampton at 212 Main St for a fence on north side of house. All ayes. Motion carried. The mayor and council discussed the draft code of ordinances from 7:38 to 8:45 p.m. Motion Helmhold/French to adjourn at 8:45 p.m. All ayes. Motion carried.
