Charter Oak City Council Meeting Minutes May 1, 2023 The Charter Oak City Council met in regular session on May 1, 2023. Mayor Randy Ulmer called the meeting to order at 7:00 PM. Members present were Randy Ulmer, Peggy Staley, Ben Heyne, Russ Maack, Alec Castillo and Jim Wilcox. Others present were Ashley Mohr, Lindsey Schnoor, Bob Selig, Kyle Miller, Jake Hopp, Don Friedrichs, Courtney Plough, Jessie Jepsen, Fred Jepsen Jr and Fred Jepsen. Motion Heyne/Wilcox to approve agenda. All ayes. Motion carried. Motion Staley/Castillo to approve April 3, 2023 meeting minutes. All ayes. Motion carried. Public Forum: no speakers. Department Reports Fire: Assistant Chief Miller presented the council with the run reports and recent retirements/resignations. Maintenance: Bob gave update on pool painting progress and repair work needed from winterization. Motion Staley/Wilcox to approve the purchase of a water tank for LMTV fire truck, and third Akron monitor. All ayes. Motion carried. Motion Staley/Heyne to table hiring of pool manager & lifeguards. All ayes. Motion carried. Motion Staley/Wilcox to nominate Councilman Heyne for representative for Crawford County Solid Waste Commission. All ayes. Motion carried. Motion Maack/Staley to approve the second reading of Ordinance No. 194-23, Amending Sewer Rates. Ayes: Staley, Maack, Wilcox. Nayes: Heyne, Castillo. Motion carried. Motion Staley/Wilcox to approve the second reading of Ordinance No. 195-23, Amending Water Rates. Ayes: Staley, Maack, Wilcox. Nayes: Heyne, Castillo. Motion carried. Motion Staley/Heyne to approve bid by Klein Fencing for an additional 92 feet of fence on south side of lagoon for $1491.12. All ayes. Motion carried. Council discussed city tree branch site. No action taken. Motion Staley/Heyne to post for part-time maintenance position at a rate of $20.00/hour and no more than 20 hours/week. All ayes. Motion carried. Council discussed doing some alley approaches in concrete before proceeding with possible seal coat. No action taken. Motion Heyne/Maack to approve rental for a street sweeper from Macqueen Equipment in Ankeny at $2500/week. All ayes. Motion carried. Council discussed tree removal of dead trees in right-of-way. No action taken. Motion Heyne/Castillo to approve purchasing a pallet of cold patch from Frank Dunn Company for $949.00. All ayes. Motion carried. Motion Heyne/Castillo to approve hiring Triple C for mosquito spraying again for 2023. All ayes. Motion carried. Council discussed the hail damage received in April 19th storm. No action taken. Motion Heyne/Wilcox to approve building permits for a sidewalk at 462 5th St and backyard fence at 26 Birch. All ayes. Motion carried. Motion Heyne/Staley to approve bills. All ayes. Motion carried.
