Charter Oak City Council Meeting Minutes March 3, 2025 The Charter Oak City Council met in regular session on March 3, 2025. Mayor Pro Tem Nathan Mohr called the meeting to order at 7:00 p.m. Members were Alec Castillo, Russ Maack and Tracy Helmhold. Others in attendance were Ashley Mohr, Craig Warnock, Jason French, Wayne Copeland, Jake Hopp, Caitlin Wilcox, Patty Goslar and Nancy Kruse. Motion Helmhold/Maack to approve the agenda. All ayes. Motion carried. Motion Castillo/Maack to approve February 3, 2025, regular meeting minutes and February 19, 2025, special meeting minutes. All ayes. Motion carried. Public Forum: Caitlyn Wilcox addressed the council regarding sewer issue causing street to be torn up in front of her residence. Fire: Assistant Chief Craig Warnock reported 3 EMS calls/1 vehicle fire/1 vehicle accident for the month of February. Maintenance/Water/Wastewater: Craig reported there is an excessive amount of trash coming into the lagoons (shirts, rags, flushable wipes, plastic bags, feminine products). He is beginning hydrant flushing this week and will do it again this fall. Motion Mohr/Maack to appoint Jason French to fill council vacancy due to Benjamin Heyne resignation. Ayes: Maack, Helmhold, Mohr. Nays: Castillo. Motion carried. Motion Mohr/Maack to approve Resolution No. 03-03-2025, Proposing to Fill City Council Vacancy by Appointment. Ayes: Maack, Helmhold, Mohr. Nays: Castillo. Motion carried. Motion Mohr/Maack to not approve bid for trees in right-of way at 115 Birch. All ayes. Motion carried. Motion Helmhold/Maack to not allow MidAmerican to bore fiber line through town without more information. All ayes. Motion carried. Motion Mohr/French to approve one-year lagoon bug program from Team Lab for $3,369. All ayes. Motion carried. Motion Helmhold/Maack to reallocate crop check from previously voted pool/park funds to sewer fund. All ayes. Motion carried. Motion Mohr/Helmhold to approve allocation of dividend check from Iowa Association of Municipal Utilities for $6,043 into sewer fund. All ayes. Motion carried. Motion Castillo/Helmhold to table agenda item #13, Banyon Software Proposal. Council wants clerk to gather more information from other towns who have worked with both Banyon and gWorks. All ayes. Motion carried. Motion Helmhold/Mohr to table agenda item #14, Review & Consideration of Approval of ISG’s Proposal for a Water Treatment System Preliminary Engineering Report. Council wants wells inspected first. All ayes. Motion carried. Motion Mohr/Helmhold to accept a $5,000 offer on the Cub Cadet side x side posted on Facebook marketplace. All ayes. Motion carried. Motion French/Mohr to approve posting woodchipper for sale on forestry sale sites, buyer pay shipping charges. All ayes. Motion carried. Motion Maack/French to approve purchase of 2006 Polaris Sportsman 500 ATV, has 2,200 miles (comes with blade/winch) for $3,500. Ayes: Castillo, French, Maack, Helmhold. Nays: None. Abstained: Mohr. Motion carried. Motion Helmhold/Maack to approve purchase of steel flat bed for the city pickup (2009 Chevy) from Hrabik Welding (Jeff Miller). All ayes. Motion carried. Motion Mohr/Castillo to approve posting for lifeguard and pool manager positions. All ayes. Motion carried. Motion Mohr/Maack to approve setting March 24, 2024, 7:00 p.m., as the date for the public hearing for the proposed property tax levy. All ayes. Motion carried. Council and clerk had a discussion on the FY 25/26 proposed budget revenues and expenses. No action taken. Council discussed a complaint located at 18 Pine Ave S. No action taken.
