Charter Oak City Council Meeting Minutes February 6, 2023 The Charter Oak City Council met in regular session on February 6, 2023. Mayor Randy Ulmer called the meeting to order at 7:04 PM. Members present were Randy Ulmer, Peggy Staley, Alec Castillo and Jim Wilcox. Others present were Ashley Mohr, Bob Selig, Ted Butler, Tracy Helmhold, Craig Henderson and Jamie Elliott. Council member Russ Maack joined the meeting at 7:10 PM. Motion Staley/Castillo to approve agenda. All ayes. Motion carried. Motion Wilcox/Staley to approve January 9, 2023 council meeting minutes and January 12, 2023 council-fire department work session minutes. All ayes. Motion carried. During the public forum Tracy Helmhold addressed the council with concerns about snowmobilers causing damage on privately owned properties. Department Reports Fire: Chief Ted Butler reported they had 6 EMS calls, mutual aid fire call Denison, mutual aid fire call Vail, 1 EMS call in Ricketts. Fire school is coming up March 10,11,12 in Sioux City at WIT. Maintenance: Bob Selig reported he received an estimate to have the pool painted from Dreyer Painting. He is also working on getting estimates for fence at the lagoon, and an estimate to repair the window in city hall. The public hearing for Maximum Property Tax Dollar Levy 2023/2024 was opened at 7:34 PM and closed at 7:34 PM with no objections. Motion Maack/Wilcox to approve Resolution #02-06-2023, Approving Maximum Property Tax Dollars for 2023/2024 Budget. Ayes: Staley, Maack, Castillo, Wilcox. Absent: Heyne. Motion carried. Jamie Elliott approached the council about the possibility of purchasing the city-owned lot to the south of 149 Main Street as she is in the process of purchasing 149 Main as a combination business/residence. Motion Wilcox/Castillo to approve a $1.00/hr raise for Robert Selig. All ayes. Motion carried. Motion Staley/Wilcox to start billing vacant houses/commercial properties for minimum water and sewer charges. It was also approved to raise the minimum water rates to $30.00, sewer rates to $15.00 and price per 1,000 gallons to $5.00/1,000 gallons. Water bill payment late fees were approved to go a flat $10.00 fee instead of a 10% fee. All ayes. Motion carried. Motion Staley/Wilcox to increase the city clerk’s weekly hours to 35 hours/week. All ayes. Motion carried. Motion Staley/Castillo to allow the owners of 311 Oak six months to pay off a large water bill due to an in-house water leak. All ayes. Motion carried. Council addressed some questions that arose during January 12, 2023 work session with the fire department, and the possibility of scheduling a work session with township trustees. Council discussed the division of the Mid American electric bill between the city hall, library and fire department. It will be evenly divided by thirds. Clerk Mohr updated council on the city obtaining the Quit Claim Deed for the trailer house located at 411 Oak. Motion Staley/Maack to approve bid from Mark Goslar to demolish/remove the trailer house located at 411 Oak. All ayes. Motion carried. Motion Maack/Castillo to approve the ROI Energy LED lighting bid to replace all light fixtures in the city hall, library, fire department and maintenance building. All ayes. Motion carried. Motion Staley/Wilcox to approve the renewal of the Community Club liquor license. All ayes. Motion carried. Clerk Mohr updated the council on insurance changes, and the city receiving a dividend check from Iowa Association of Municipal Utilities. Lenz Insurance would like to bid the city’s insurance. Council discussed whether or not to continue with applying for a FEMA grant for a new tanker truck due to the Feb 10 application deadline. Council member Castillo presented his plans for a new business site on the Main Street lot currently owned by the city. Castillo is also in the process of purchasing the house at 358 3rd St and wants to tear it down. Council reviewed and discussed written complaints. Motion Wilcox/Castillo to approve bills. All ayes.
