Charter Oak City Council Meeting Minutes December 5, 2022 The Charter Oak City Council met in regular session on December 5, 2022. Mayor Randy Ulmer called the meeting to order at 7:01 pm. Members present were Alec Castillo, Ben Heyne, Russ Maack, Peggy Staley and Jim Wilcox. Motion Maack/Wilcox to approve the agenda. All ayes. Motion carried. Motion Heyne/Maack to approve the November 7, 2022 minutes. All ayes. Motion carried. No guests were present for public forum. Bob Selig reported that the Christmas lights have been hung and Mid American has been called to fix the outlet at First Street. Ted Butler reported via text message that the fire department was awarded a $3,000 DNR grant to offset the purchase of Akron monitors. Motion Heyne/Maack to approve payment of one Akron monitor from Feld Fire at a cost of $6,280 for the tanker truck. All ayes. Motion carried. Motion Heyne/Maack to pay for two Akron monitors going on the DNR fire trucks after they are marked “Charter Oak Fire Department.” All ayes. Motion carried. Clerk Mohr advised the council that the city did not receive homeowner affidavits necessary to establish a city-managed burn site. Motion Heyne/Staley to accept the high bid of $2,500 from Gerald Wolff for the city police car. All ayes. Motion carried. Motion Staley/Heyne to approve the city as fiscal sponsor for the Community Club grant application to the Crawford County Community Foundation. All ayes. Motion carried. Motion Heyne/Staley to approve Resolution No. 12-05-2022, Annual Financial Report for FY Ending June 30, 2022. Ayes: Staley, Heyne, Maack, Castillo, Wilcox. Motion carried. Motion Staley/Heyne to approve Resolution No. 12-05-2022B, Agreement with Novus Ag for Use of Well #7. Ayes: Staley, Heyne, Maack, Castillo, Wilcox. Motion carried. Motion Heyne/Maack to approve Resolution No. 12-05-2022C, Establishing a Purchasing Policy (amending Resolution No. 02-01-2021B). Ayes: Staley, Heyne, Maack, Castillo, Wilcox. Motion carried. All vacant houses in town were checked to make sure water service was shut off. Council reviewed a written complaint about a dog running loose and repeatedly going on private property. There were no building permits. Motion Wilcox/Castillo to approve bills. All ayes. Motion carried.
