MONONA COUNTY BOARD OF SUPERVISORS MEETING APRIL 16, 2024 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, April 16, 2024 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Patrick Prorok, EMA Director, presented the list of people interested in being a Monona County Death Investigator. They are as follows: Patrick Prorok, Jon Pinkelman, Nick Lakey, Devin Kline, and Brent Streck. Wray Wright was also present. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to appoint Patrick Prorok, Jon Pinkelman, Nick Lakey, Devin Kline, and Brent Streck as Monona County Death Investigators. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Secondary Roads Office Manager Deleta Huffman, Secondary Roads Maintenance Superintendent Shawn Bellis, Ralph Harris and Wray Wright were present for Secondary Roads business. Scott Kruse of WHKS was present via zoom to discuss the DOT program budget and amending the county budget. Also discussed was vacating roads. No action taken. Supervisor Brouillette introduced and moved to adopt the following Resolution, seconded by Supervisor Fox: RESOLUTION NO. SR 24-14 The Board of Supervisors consents to hire Jeff Kafton to fill the Full-time Operator II position at a start rate of $22.34 per hour, with wages and benefits in accordance with the current union contract and county policies. Start 90% Operator II Wages ñ Currently $24.82 per hour 6 month 95% Operator II Wages 1 year 100% Operator II Wages Permanent seniority will begin accruing upon successful completion of a background check, pre-employment physical and drug screening. Rolph Monona County Auditor Supervisor Phillips introduced and moved to adopt the following Resolution, seconded by Supervisor Fox: RESOLUTION NO. SR 24-15 The Board of Supervisors advises and consents to the County Engineer’s recommendation to accept the quote from Knoepfler Chevrolet to supply 2024 Chevy Silverado 2500 HD 4WD Double Cab to Monona County as specified. Rolph Monona County Auditor Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve miscellaneous utility permit for Telcom Construction for Lumen at 12396 Teak Ave, Mapleton to bore 100 ft. one-strand fiber from PED to customerís property. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. It was determined that the miscellaneous utility permit for Longlines was not Monona County’s. It was the City of Whiting. No action taken. Amy Borchardt-Sick, Drainage Deputy, and Tammy Blinde, Drainage Clerk, were present for Drainage business. Letters have been prepared and will be mailed to Maple River Lateral 1 landowners who use wooden access bridges to gain access to field areas advising them that repairs, maintenance and upkeep to these bridges are the responsibility of the landowner. Any costs associated to damage caused by debris or planks which would cause an obstruction to the flow of water and cause damage to the lateral and its improvements will be the responsibility of the landowner. Present for the discussion on Beacon vs. Vanguard were Julie Whitney and Janet Stukenholtz, Monona County Abstract Company; Sharon Gries, Chief Deputy Assessor; and Sandy Bubke, Zoning/Environmental Health. The services and reports that Beacon provides compared to the services and reports that Vanguard provides were discussed. No action taken. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve the minutes of April 9, 2024 as read. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve claims. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Supervisor Fox attended the Monona County Conservation meeting. He shared the information presented. Supervisor Phillips attended the SIMPCO meeting. He shared the information presented. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to authorize the Chairman’s signature on payroll/status wage form for Junnah Huntly, Assessor’s Field Appraiser. Junnah’s starting wage will be $20.19 per hour. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to acknowledge receipt of Monona County Clerk of Court report of fees collected for March 2024.
