City of Ute SPECIAL COUNCIL MEETING Monday, April 22, 2024 – City Hall 6:00 p.m. The Ute City Council met with Mayor Henschen in special, open session on Monday, April 22, 2024 at 6pm in the Council Chambers, City Hall with the following council members present: Jimmy Carlson, Josh Gotto, Ryan Pithan. Matt Leitz arrived at 6:05pm and Sue Kelm arrived at 6:08pm. Also present: City Clerk Megan Peitsch. The meeting was called to order at 6:01pm by Mayor Henschen. Motion by JCarlson/Pithan to approve the agenda. Ayes: JCarlson, Gotto, Pithan. Nays: None. Absent: Leitz, Kelm. MC 3-0-2 Mayor Henschen declared this to the be time and place of the public hearing on the matter of the proposed budget for the City of Ute for the Fiscal Year 2025. The public hearing was opened at 6:01pm. Mayor Henschen asked if there were any written comments; City Clerk stated that no written or verbal correspondence has been received by the Clerk’s office in this matter. Mayor Henschen asked if there were any oral comments; no comments were made. No public was in attendance. Mayor declared that the public hearing would be left open until 6:15pm to allow any public that may arrive late to comment. Council member Matt Leitz arrived at 6:05pm. Motion by Pithan/JCarlson to approve the resolution establishing a social media policy. Result of vote: Ayes: JCarlson, Gotto, Leitz, Pithan. Nays: None. Absent: Kelm. MC 4-0-1 Motion by Leitz/Gotto to approve the resolution authorizing the City Clerk to destroy certain records of the City of Ute Iowa in accordance with Section 372.13(5) of the Iowa Code. Ayes: JCarlson, Gotto, Leitz, Pithan. Nays: None. Absent: Kelm. MC 4-0-1 Council member Sue Kelm arrived at 6:08pm. Discussion was held on the rough draft of the City Council Rules of Procedure. The clerk will prepare a resolution for this for the May meeting. Discussion was held on nominating a city representative to the Northwest Iowa Regional Housing Authority (NWIRHA). Mayor Henschen stated that the NWIRHA prefers the representative not be a landlord who takes Section 8 as they would be unable to vote on such matters. Motion by Leitz/Kelm to appoint City Clerk Megan Peitsch as the Northwest Iowa Regional Housing Authority Representative for a term of 3 years starting April 23, 2024 through April 23, 2027. Ayes: JCarlson, Gotto, Leitz, Kelm, Pithan. Nays: None. Absent: None. MC 5-0-0 After no public arrived for the public hearing and no comments were made, the Mayor declared the public hearing on the matter of the proposed budget for the City of Ute for the Fiscal Year 2025, closed at 6:15pm. Motion by JCarlson/Gotto to approve the resolution adopting the City of Ute’s annual budget for Fiscal Year July 1, 2024 – June 30, 2025. Ayes: JCarlson, Gotto, Leitz, Kelm, Pithan. Nays: None. Absent: None. MC 5-0-0 Motion by Gotto/Leitz to adjourn the meeting at 6:16pm. Ayes: JCarlson, Gotto, Leitz, Kelm, Pithan. Nays: None. Absent: None.
